This Climate Change Public Expenditure and Institutional Review Sourcebook (CCPEIR) seeks to provide practitioners with the tools and information needed to respond to the public expenditure policy and management challenges arising from climate change. It is a series of notes and supporting materials written as a first step towards consolidating current research and international experience, identifying emerging practice and providing practical and applicable guidance for staff of central finance agencies, development agencies, environmental agencies and other international organizations working on climate change issues. In addition to emphasizing the importance of strengthening national systems throughout, the Sourcebook focuses on the specific public expenditure policy and management challenges posed by climate change, such as decision-making in the face of uncertain future climate conditions, expenditure planning for extreme weather and climate events, the lack of agreed budget definition and classification of climate change activities.

Focuses on the public sector in developing countries. Provides tools of analysis for discovering equity in tax burdens as well as in public spending and judging government performance in its role in safeguarding the interests of the poor and disadvantaged. Outlines a framework for a rights-based approach to citizen empowerment - in other words, creating an institutional design with appropriate rules, restraints, and incentives to make the public sector responsive and accountable to an average voter.

Securing Development: Public Finance and the Security Sector highlights the role of public finance in the delivery of security and criminal justice services. This book offers a framework for analyzing public financial management, financial transparency, and oversight, as well as expenditure policy issues that determine how to most appropriately manage security and justice services. The interplay among security, justice, and public finance is still a relatively unexplored area of development. Such a perspective can help security actors provide more professional, effective, and efficient security and justice services for citizens, while also strengthening systems for accountability. The book is the result of a project undertaken jointly by staff from the World Bank and the United Nations, integrating the disciplines where each institution holds a comparative advantage and a core mandate. The primary audience includes government officials bearing both security and financial responsibilities, staff of international organizations working on public expenditure management and security sector issues, academics, and development practitioners working in an advisory capacity.

This guidance provides a tool governments and development co-operation can draw on in their efforts to strengthen the resilience of human and natural systems to the impacts of climate change. It highlights three aspirations to consider when planning and implementing action to build climate resilience (country ownership; inclusiveness; and environmental and social sustainability).

This report synthesizes the results of country and sector studies on the economic costs and benefits of unilateral and regional actions on climate change in the Asian Development Bank's six South Asia developing members, namely Bangladesh, Bhutan, India, the Maldives, Nepal, and Sri Lanka. The study takes into account the different scenarios and impacts projected across vulnerable sectors and estimates the total economic loss throughout the 21st century and amount of funding required for adaptation measures to avert such potential losses. It is envisioned to strengthen decision-making capacities and improve understanding of the economics of climate change for the countries in South Asia.

The possible impacts of global climate change on different countries has led to the development and ratification of the Framework Convention on Climate Change (FCCC) and has a strong bearing on the future sustainable development of developing countries and countries with economies in transition. The preparation of analytical methodologies and tools for carrying out assessments of vulnerability and adaptation to climate change is therefore of prime importance to these countries. Such assessments are needed to both fulfill the reporting requirements of the countries under the FCCC as well as to prepare their own climate change adaptation and mitigation plans. The vulnerability and adaptation assessment guidelines prepared by the U.S. Country Studies Program bring together all the latest knowledge and experience from around the world on both vulnerability analysis as well as adaptation methodologies. It is currently being applied successfully by scientists in over fifty countries from all the regions of the globe. This guidance is being published to share it with the wider scientific community interested in global climate change issues. This guidance document has two primary purposes: • To assist countries in making decisions about the scope and methods for their vulnerability and adaptation assessments, • To provide countries with guidance and step-by-step instructions on each of the basic elements of vulnerability and adaptation assessments.

This book addresses the increasingly urgent question: How can governments be made more accountable for the quality of their environmental stewardship? It explores: Enhanced national State of the Environment reporting and integration of environmental outcomes in key national indicators. Mainstreaming environmental goals, targets, and risks by integrating them in fiscal policy and the annual budget—a government’s most important policy instrument. Promoting sustainability by progressively exposing and eliminating harmful tax and expenditure policies, putting a price on pollution, and providing environmental public goods. Civil society environmental monitoring. The book combines in-depth assessment of the latest climate/green budgeting literature and country practices with discussion of how to implement green fiscal policies. The framework is deliberately ambitious given the severity, scale, and urgency of climate change and biodiversity loss. The book will be of interest to ministry of finance, budget, and planning officials, to environment sector agencies, oversight institutions, international organizations, civil society organizations, and to academics and students in the fields of environmental studies, development studies, economics, public finance, and public policy.
