One of a series of studies on vocational education and training, this review focuses on the vocational education and training (VET) in Sweden and concludes with policy recommendations. Over recent years, Sweden has launched a series of reforms to enhance involvement of social partners in VET, to increase provision of work-based learning in VET programmes and to promote apprenticeship. Higher vocational education and training launched in 2002 has been expanding. At the same time, numerous sectors are grappling with labour shortages increasing pressure on VET to better match the provision to changing demand for skills; and fewer young people opt for VET programmes than in the past. This report suggests several ways in which the Swedish VET system may respond to these challenges. Sweden may encourage co-operation between schools, for example by linking it to school evaluation and funding criteria. The report also argues that Sweden may further enhance social partners' involvement in VET by creating a framework for systematic social partners' involvement at the local level and by providing social partners with more responsibility over some aspects of VET.

Vocational Education in the Nordic Countries: The Historical Evolution is the first of two books that disseminate new and systematic knowledge on the strengths and weaknesses of the different models of vocational education and training (VET) in four Nordic countries. Vocational education in Europe has resisted standardisation to a higher degree than other fields of education, and during the last decade, there has been a growth in international, comparative VET research. While the Nordic countries provide an ideal case for comparative education studies, the literature in English on the Nordic VET systems is at present very limited. This first book provides thorough examinations of VET in Sweden, Denmark, Norway and Finland over 150 years. Each section examines the historical evolution of VET at upper secondary level in one of the four Nordic countries. Contributors also analyse how each country have tried to reform their respective VET systems, and compare the paths which each nation has taken. The book explores what can be learned from the diversity of the VET-systems in the Nordic countries, which otherwise have many similarities and share a common heritage in education policy. This volume will help strengthen the knowledge base required for transnational policy learning, and for developing vocational education internationally for the future. It will be of interest to researchers, academics and postgraduate students involved in the study of vocational education, educational studies and educational policy, education planners and teachers educators.

This book draws on experiences from a range of vocational education systems in different nation states and re-examines the purpose of providing experiences outside educational institutions; the kinds and extent of those experiences; and efforts made to ensure the integration of students’ experiences across sites. Analyses of the various vocational education systems, their purposes and practices across nations, and challenges experienced by different stakeholders illustrate different approaches to the integration of learning at different sites. The book includes a consideration of what constitutes the integration and reconciliation of experiences, and their attendant educational implications. This extends an appraisal of the concepts of integration, reconciliation, curriculum and work readiness, each of which has a range of connotations. Integration or reconciliation is differentiated from transfer of learning, which is commonly based on simple assumptions that the educational institutions will provide theory and that the workplaces will provide practice from the workplaces, and that the two can be easily linked by students. The contributions from different nation states clearly demonstrate that integration is a collaborative process and requires the agency of stakeholders operating at global, national and specific learning site levels.

Rather than a distinct vocational education and training (VET) system, Swedish institutions include VET as part of an educational philosophy stressing equity, integration, and comprehensiveness. The VET system forms part of a comprehensive model of education stressing active citizenship, work life orientation, and preparation for further studies. The radical reform of the upper secondary system in 1991 resulted in decentralization, new curricula, and more individual choice. Measures taken to develop a more integrated system at the upper secondary level include extension of all programs to 3 years and application of a core curriculum approach to both academic and vocational programs. Of the 16 nationally determined programs, 14 are primarily vocational and 2 are focused on preparation for university. Important institutions at the adult and higher education level include vocational programs in municipal adult education, employment training, in-company training, and staff development. Trade unions have their own extensive education programs. The VET system is overwhelmingly publicly run and financed, with very few private providers of training. At the upper secondary level, national tests determine the achievement of quality standards. However, there is no formal system such as tests, diplomas, or national qualifications to recognize the acquisition of vocational skills and competencies. Among current trends influencing the VET system in Sweden are new developments in work and society that form a new context for policy implementation. These new developments include the following: the growth of unemployment, changing skill requirements, a new intercultural context, the challenge of lifelong learning, and deskilling and upgrading. (Four appendixes contain the following: acronyms and abbreviations, addresses of 20 major organizations, 81 resources and references, and a glossary.) (KC)
