In 21st-Century Statecraft, Professor Nayef Al-Rodhan proposes five innovative statecraft concepts. He makes the case for a new method of geopolitical analysis called ‘meta-geopolitics’, and for ‘dignity-based governance’. Starting from the key concept of geo-economics, this book investigates the new power politics and argues that the changing structural features of the contemporary international system are recasting the strategic imperatives of foreign policy practice. States increasingly practice power politics by economic means. Whether it is about Iran’s nuclear programme or Russia’s annexation of Crimea, Western states prefer economic sanctions to military force. Most rising powers have also become cunning agents of economic statecraft. China, for instance, is using finance, investment and trade as means to gain strategic influence and embed its global rise. Yet the way states use economic power to pursue strategic aims remains an understudied topic in International Political Economy and International Relations. The contributions to this volume assess geo-economics as a form of power politics. They show how power and security are no longer simply coupled to the physical control of territory by military means, but also to commanding and manipulating the economic binds that are decisive in today’s globalised and highly interconnected world. Indeed, as the volume shows, the ability to wield economic power forms an essential means in the foreign policies of major powers. In so doing, the book challenges simplistic accounts of a return to traditional, military-driven geopolitics, while not succumbing to any unfounded idealism based on the supposedly stabilising effects of interdependence on international relations. As such, it advances our understanding of geo-economics as a strategic practice and as an innovative and timely analytical approach. This book proposes an innovative and comprehensive framework for conducting statecraft in the 21st century. Called neo-statecraft, this framework is based on the reconciliation of power, interests and justice. The author proposes four substrates of neo-statecraft: 1) a new structure he calls meta-geopolitics, which includes seven inter-related dimensions of state power and identifies a Geostrategic Tripwire Pivotal Corridor (TPC); 2) a sustainable national security paradigm that stresses the centrality of justice, symbiotic realism and transcultural synergy; 3) a new concept called just power, which states that power must be smart as well as just, and that global justice is above all a national interest of all states; and 4) a new concept called reconciliation statecraft of the eight global interests. This book offers a detailed investigation of naval diplomacy, past and present, and challenges the widely accepted Anglo-American school of sea power thought. Despite the acknowledgement of the importance of the threat or use of force in the pursuit of policy since the dawn of strategic thought, the utility of seapower in operations other than war is poorly understood and articulated. Theorists have invariably viewed seapower in peacetime through the lens of hard power effects such as coercion and deterrence. Commentaries on engagement, interoperability and the forging of friendships are largely conspicuous by their absence. This book considers how all these strands of international politics can be better understood for use in the 21st century. The book explains and defines naval diplomacy, with existing theoretical frameworks being critically analysed. It reviews over 500 incidents from the post-Cold War era, drawing on this empirical evidence to determine that naval diplomacy remains a potent means of 21st century statecraft. It finds that existing understanding of naval diplomacy is insufficient and offers an alternative model, drawing on basic communication and stakeholder theories. The implications of the book relate directly to national security: naval deployments could be more effectively targeted; foreign activity at sea could be better understood and, if necessary, countered; finally, the ability of non-state actors to support national interests from the sea could, potentially, be better harnessed.
