Modern economics has, at its foundation, scholarly contributions from many prominent Scottish thinkers. James Steuart published An Inquiry into the Principles of Political Œconomy in 1767, the first systematic treatise on economics, nine years before Adam Smith’s Wealth of Nations. Traditional historiography has tended to disregard and even deny Steuart’s oeuvre, categorizing him as the last, outdated advocate of mercantilist policies in Britain. A clear portrait of a modernizing and enlightened Steuart emerges from this book, opening up an alternative approach to many key developments in economic theory. This book brings together a diverse international team of experts to overturn the "advocate of mercantilism" myth and explore different interpretations of Steuart’s work within the context of the writings of other contemporary authors. A diverse range of specialists – historians, economists, political scientist, and sociologists – reflecting the diversity of James Steuart’s work explore various aspects of the life, works, and influence of James Steuart, including his links to other authors who conceive – as Steuart did – the economic system of "natural liberty" as an artificial creation. This collection of essays provides a comprehensive view of the economic thought of the Scottish Enlightenment. Organized as a chronological account of the rise and progress of political economy in eighteenth century Scotland, each chapter discusses the way in which the moral and economic improvement of the Scottish nation became a common concern. Contributors not only explore the economic discourses of David Hume, James Steuart and Adam Smith but also consider the neglected economic writings of Andrew Fletcher, Robert Wallace, Francis Hutcheson, William Robertson, John Millar and Dugald Stewart. This book addresses the question of how these economic writings interacted with the moral, political and historical arguments of the time and shows how contemporary issues related to the union with England, natural jurisprudence, classical republicanism and manners and civilization all contained an economic dimension. The scholars invited to contribute the primary essays for this collection were given three mandates. The first was to survey the contemporary research in their assigned fields and to provide a bibliography that would give any interested scholar an entree into the literature. The second was to develop their own interpretive perspective on the economic literature of their assigned period. The third, and perhaps the most difficult, was to be very brief and concise. In a project of this type it would be difficult to extrapolate themes or evolutionary sequences that run through the literature over the two thousand years spanned by this survey. To some degree, the invited commentators provide a fund of suggestions that will stimulate interested readers to pursue this line of synthesis for themselves. The editor of this collection did not even entertain the idea of trying to coordinate the presentations and commentaries of this intellectually erudite and diverse group of scholars into agreed upon lines of interpretation. There is enough material, however, to provide a reference base for the interested scholar who desires to follow particular ideas from period to period.

Adam Smith, who has towered over economics for more than two hundred years, was not alone in Scotland in creating systems of analysis which would explain how economies function and prosper. Writers of various backgrounds – there being no such profession as 'economist' – who were inspired by issues of the day as well as by the writings of Smith and other Scots, made significant contributions to the development of economic theory and policy that are often overlooked today.
