This study has been undertaken by the EC JRC, Ispra for the EC DG XI, Brussels. The aim of the Study is to propose a cheme to develop and implement an overall strategy for Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) research in the European Union. The proposals are based on deficiencies and research needs identified through literature survey, with emphasis on the findings of four selected key documents, and through the analysis of the responses to a questionnaire prepared by the authors of this Study and filled in by acknowledged EIA/SEA experts. Six EIA areas and four SEA areas have been selected as priority areas for research. One or more research tasks are proposed within each of the priority areas. The proposed research tasks are seventeen. They relate to deficiencies and research needs common to a number of Member States and have been proposed taking into account research projects recently completed or in progress. The proposed research tasks are complemented with support measures to implement the research strategy. The support measures relate to the duration and form of the research strategy, its funding, research networking and dissemination of the research findings, co-ordination and monitoring of the research strategy and, finally, training. The aim of this Extended Summary is to briefly present the methodology of the Study and the proposed EIA/SEA research strategy. A detailed presentation of the proposals, including their justification, is in the complete volume of the Final Report of the Study, available from the EC DG XI.

This title was first published in 2003. These are some of the questions and themes addressed in this study of transport policy and research. What is the meaning of "sustainable mobility"? Is there a European common transport policy? To what extent is policy relevant for transport developments? What is the contribution of European transport research? It addresses the dynamics surrounding policy formulation and implementation, the conflicts of interest underlying these processes at the regional, national and supra-national levels, the inherent contradictions of the ecological modernization discourse as it applies to transport, and the role of the public or the citizen in determining trajectories for future developments. The book distils the results of three projects that have been completed with the support of the European Commission under the Fourth Framework Transport RTD Programme, namely the TENASSESS, CODE-TEN and POSSUM projects. The majority of the contributions derive from the TENASSESS project.
