During 2001 the Council of Europe continued to consolidate democratic change and to assist the applicant countries in facilitation of their accession. Indeed, Armenia and Azerbaijan joined the Council on 25 January bringing the total member states to 43. At the same time it remained true to its original aim of achieving greater unity through cooperation. Areas discussed include: political affairs;strategic planning; legal affairs and local democracy; human rights; social cohesion; education, culture, youth, sport. Appendices include the texts adopted by the Committee of Ministers and the Parliamentary Assembly, and the judgements delivered by the European Court of Human Rights.

This report reviews the activities of the Council of Europe and its bodies during the year 2003 under a number of headings including: political affairs; strategic planning; legal affairs and local democracy; human rights; social cohesion; education, culture, heritage, youth and sport; integrated projects; administration and logistics; communication and research. Appendices include the texts adopted by the Committee of Ministers and the Parliamentary Assembly, and the judgements delivered by the European Court of Human Rights.

This annual report covers key EU activities during 2007, with seven chapters covering the following topics: i) the general policy framework, including governance and better regulation, the communication strategy, the European Constitution and the future of Europe; ii) prosperity issues, including the economic and social environment, sustainable development, education and employment, transport and energy sectors; iii) solidarity issues, including economic and social cohesion, regional dimensions, the environment, agriculture and rural development, culture, youth and active citizenship; iv) security and freedom, including the implementation of the Hague programme, counter-terrorism and drugs, border management and immigration, food safety, consumer protection and energy security; v) Europe as a global partner, including the enlargement process, international trade, development policy and humanitarian aid, and a common foreign and security policy; vi) life of the institutions and other bodies; and vii) budgetary and financial activities.

The CEFR Companion volume broadens the scope of language education. It reflects academic and societal developments since the publication of the Common European Framework of Reference for Languages (CEFR) and updates the 2001 version. It owes much to the contributions of members of the language teaching profession across Europe and beyond. This volume contains: ► an explanation of the key aspects of the CEFR for teaching and learning; ► a complete set of updated CEFR descriptors that replaces the 2001 set with: - modality-inclusive and gender-neutral descriptors; - added detail on listening and reading; - a new Pre–A1 level, plus enriched description at A1 and C levels; - a replacement scale for phonological competence; - new scales for mediation, online interaction and plurilingual/pluricultural competence; - new scales for sign language competence; ► a short report on the four-year development, validation and consultation processes. The CEFR Companion volume represents another step in a process of engagement with language education that has been pursued by the Council of Europe since 1971 and which seeks to: ► promote and support the learning and teaching of modern languages; ► enhance intercultural dialogue, and thus mutual understanding, social cohesion and democracy; ► protect linguistic and cultural diversity in Europe; and ► promote the right to quality education for all.
