Africa S Recovery From Conflict

This policy brief summarizes the results of a UNU-WIDER project on war and reconstruction in Africa directed by Tony Addison, which is now published as From Conflict to Recovery in Africa. As this study makes clear, peace is often elusive and economic policy can play a major role in supporting the efforts of those working at the national and international levels to build peace. Above all it is crucial to focus post-conflict policies on the needs of the poor, so that recovery is broad based in its benefits, and does not simply benefit a narrow elite.

Establishing peace and reconstructing Africa's war-damaged economies are urgent challenges. For Africa to recover, communities must reconstruct, private sectors must revitalize, and states must transform themselves. Thus, unless communities rebuild and strengthen their livelihoods, neither reconstruction nor growth can be poverty-reducing. But communities cannot prosper unless private investment recreates markets and generates more employment. And neither communities nor entrepreneurs can realise their potential without a development state-one that is democratically accountable and dedicated to poverty-reducing development. The international community can do much to assist-through more aid, debt relief, and peacekeeping-but ultimately the future lies in the hands of Africans themselves.

The waning of the Cold War means that major political powers no longer feel compelled to support African authoritarianism. Revised official consensus holds that, in Africa as elsewhere, political reform must accompany economic adjustment. According to this view, African recovery requires a reduction in the size and economic role of monopolistic and inefficient states, and their transformation into accountable liberal democracies. Is this a desirable and practicable political programme? Certainly, all over Africa the number of liberal democracies is growing. But can they survive and are they compatible with renewed economic growth? Richard Sandbrook answers these questions, and assesses the feasibility of the new political programme in reinforcing Africa's economic recovery. He argues that the programme has merit in the short term, but, in the longer term, a more self-reliant, state-directed approach should be adopted to ensure prosperity and durable democracy in the region.

This volume brings together a collection of papers which review the wide-ranging issues arising out of post-conflict economies in Africa. Case studies drawing on experiences from West, Central and Southern Africa, illuminate and complement the thematic overview. Extensive analysis illustrates the policies and strategies available for the reconstruction and rehabilitation of post-conflict African economies to establish sustainable political, social and financial institutions which promote stability, growth and equity and reduce the risks of conflict recurring.

This book offers a critical review of higher education and post-conflict recovery. It provides the first systematic study with a global scope that investigates the role of higher education systems in conflict-affected contexts. The first part of the book analyses the long-standing neglect of higher education in post-conflict recovery, the impact that conflict can have on the sector, and efforts to rebuild and reform higher education systems affected by violent conflict. The second part of the book considers the positive and negative contributions that higher education can make to a range of areas of recovery including humanitarian action, forced displacement, post-conflict reconstruction, statebuilding, and peacebuilding. With its reasoned defence of the importance of higher education for post-conflict recovery, the book will appeal to researchers, university students, and humanitarian and development policy-makers and practitioners.

Clearing landmines, rehabilitating and integrating of excombatants, rebuilding the infrastructure, coordinating aid sources—these are just some of the issues confronting the Bank in post-conflict reconstruction. The explosion of civil conflicts in the post-Cold War world has tested the World Bank's ability to address unprecedented devastation of human and social capital.This study covers post-conflict reconstruction in nine countries, assessing relevant, recent Bank experience. It also presents case-studies for ongoing and future operations, which analyze: 1. the Bank's main strengths or comparative advantages; 2. its partnership with other donors, international organizations, and NGOs; 3. its role in reconstruction strategy and damage and needs assessment; 4. its role in rebuilding the economy and institutions of governance; 5. its management of resources and processes; 6. implications for monitoring and evaluation.
