African Regional Organizations

Essays examine security, political, financial, and economic organizations in Africa, and discuss the problems and prospects of each group.

The African continent is plagued by some of the most brutal and violent conflicts in the world. At the same time that warfare is changing, so has the state’s capacity to provide security and political stability to its citizens. This book deals with the role of regional organizations in Africa’s security. It focuses on three basic—yet often overlooked—questions: (1) the advantages and disadvantages of African regional and sub-regional organizations vis-à-vis other security mechanisms, (2) the official and unofficial reasons to intervene, and (3) whether security is actually protected by the peace activities carried out by the regional organizations. The contributors to the book—all leading researchers in the field—systematically assess and compare the role of the African Union (AU), the Economic Community of West African States (ECOWAS), the Intergovernmental Authority on Development (IGAD), the Economic Community of Central African States (ECCAS), and the Southern African Development Community (SADC). This book was based on a special issue of African Security.

This book studies relevant actors and practices of conflict intervention by African regional organizations and their intimate connection to space-making, addressing a major gap regarding what actually happens within and around these organizations. Based on extensive empirical research, it argues that those intervention practices are essentially spatializing practices, based on particular spatial imaginations, contributing to the continuous construction and formatting of regional spaces as well as to ordering relations between different regional spaces. Analyzing the field of developing practices of conflict intervention by the Economic Community of West African States (ECOWAS) and the African Union (AU), the book contributes a new theory-oriented analytical approach to study African regional organizations (ROs) and the complex dynamics of African peace and security, based on insights from Critical Geography. As such, it helps to close an empirical gap with regard to the ‘internal’ modes of operation of African ROs as well as the lack of their theorization. It demonstrates that, contrary to most accounts, intervention practices of African ROs have been diverse and complexly interrelated, involving different actors within and around these organizations, and are essentially tied to the space-making. This book will be of key interest to students and scholars of African Politics, Governance, Peace and Security Studies, International or Regional Organizations and more broadly to Comparative Regionalism, International Relations and International Studies.

This book provides a comprehensive overview of the evolution and particularities of regional organizations across Africa, the Americas, Asia and Europe since 1945. The authors analyze the membership dynamics and policy scopes of 76 organizations, and compare their opportunities and challenges in regional governance. They consider organizations’ competencies in eleven different policy areas, including trade, security and environment, and trace patterns in their development. For those with interests in comparative regionalism, international relations, political science and international law, this is an essential companion to some of the world’s most significant organizations.

The early twenty-first century witnessed remarkable attempts by Africa's political leadership to promote regional integration as a means of fast-tracking economic progress, facilitating peace and security, consolidating democratic gains, and promoting the general welfare of the African people. The transition of the Organization of Unity (OAU) to the African Union (AU), as well as the foisting of a new economic blueprint for the continent-the New Partnership for Africa's Development (NEPAD), combined with the growing role of the regional economic communities (RECs) in harmonizing and creating subregional norms and standards in the political and economic arena suggests a new trend towards regionalism in Africa. Indeed, in the new regional integration architecture, the RECs are considered to be the building blocks of the integration process led by the African Union. This new impetus of a regional development strategy was largely prompted by the slow pace of economic progress on the continent, the increasing marginalization of Africa in the global economy, and the need to create regional resources and standards that would benefit the continent in all spheres of social life. A painful realization became obvious that small micro-states in Africa sticking to their political independence and sovereignty would hardly make much progress in an increasingly globalised world. A macro-states' approach of regional integration has assumed Africa's new strategy to intervene in and integrate with a globalizing world. The current regional trend in Africa has received very little scholarly attention especially in a systematic and comprehensive way. This is due partly to the fact that the processes are currently unfolding and there is still uncertainty in the outcomes. Poor documentation and the dearth of primary materials (especially from the regional institutions) also contribute to the lack of scholarly work in this area. This study assembles the voices of some of the most seasoned African and Africanist scholars who have constantly, in one way or another, interacted with the integration process in Africa and kept abreast of the developments therein, and seeks to capture those developments in a nuanced manner in the economic, political and social spheres. The essence of this book is to analyze those processes--teasing out the issues, problems, challenges and major policy recommendations, with tentative conclusions on Africa's regional development trajectory. The book therefore fills major knowledge and policy gaps in Africa's regional development agenda. This book is a landmark contribution in a systematic attempt to comprehend Africa's regional development strategy led by the African Union. It examines the background, nuances, and dimensions of the process, which include the basis and historiography of pan-Africanism, the transition of the OAU to the AU, the issue of popular participation in development, the NEPAD and APRM initiatives, the evolving regional peace and security architecture, and the efforts of regional institutions to facilitate democracy, human rights, rule of law and good governance on the continent. This book addresses a major gap in the longstanding research on regional organisations: how do their finances work and what do they reveal about the region-building process? It brings together an empirically rich collection of chapters written by experts of regional organisations in Latin America, Africa and Asia. Based on the insights on thirteen regional organisations as well as two chapters dedicated to the influence of external funders, the editors develop typologies to cluster regional organisations according to their financial characteristics: the size of budgets, the sources of funding and the criteria to calculate contributions. Through analysing the process of budgeting and resourcing, the book sheds light on the different nature and functioning of these organisations existing outside of the Global North and puts a specific emphasis on regional organisations in the area of security in Africa and the Global South. It provides explanations to why members pay or do not pay and how budgeting works, and it deals with data availability, the role of donors, overlapping regionalism, cultural transfers between regional organisations and the impact on regional actorness. This volume will be of key interest to scholars and students of African studies and politics, the Global South, the finances of international organisations, comparative regionalism, international political economy and international relations.
