After The European Landscape Convention

The European Landscape Convention has introduced a Europe-wide concept of protection, management and planning of all landscapes – not just the outstanding ones. This book reflects on the background to the establishment of the convention, takes a critical look at examples and experiences of its implementation, and discusses future developments for the convention and the management of landscapes in Europe. A decade after the creation of the European Landscape Convention, this book asks how it has influenced the governance and development of European landscapes, and what role it will play in the coming years. The authors provide a wide range of analyses, reflections and visions, informed by their diverse experiences of researching, working with and using the convention. The sixteen essays are organised into three sections, focusing on the fundamental concepts and values behind the convention, current projects and experiences of implementation, and prospects for future developments.

The European Landscape Convention was adopted under the auspices of the Council of Europe with the aim of promoting the protection, management and planning of European landscape and organising European co-operation in this area. It is the first international treaty covering all aspects of landscape. It applies to the entire territory of the contracting parties and covers natural, rural, urban and peri-urban areas. It concerns landscapes that might be considered outstanding, commonplace or deteriorated. The convention represents an important contribution to achieving the Council of Europe's objectives, namely to promote democracy, human rights and the rule of law, as well as to seek common solutions to the main problems facing European society. By taking into account landscape, culture and nature, the Council of Europe seeks to protect the quality of life and well-being of Europeans in a sustainable development perspective.

This important and insightful book provides, for the first time, a broad presentation of ongoing research into public participation in landscape conservation, management and planning, following the 2000 European Landscape Convention which came into force in 2004. The book examines both the theory of participation and what lessons can be learnt from specific European examples. It explores in what manner and to what extent the provisions for participation in the European Landscape Convention have been followed up and implemented. It also presents and compares different experiences of participation in selected countries from northern, southern, eastern and western Europe, and provides a critical examination of public participation in practice. However, while the book’s focus is necessarily on Europe, many of the conclusions drawn are of global relevance. The book provides a valuable reference for researchers and advanced students in landscape policies and management, as well as for professionals and others interested in land-use planning and environmental management.

Elle est le premier traité international englobant le paysage européen sous tous ses aspects. Elle s'applique à tout le territoire des Parties contractantes et porte sur les espaces naturels, ruraux, urbains et périurbains. Elle concerne donc de la même façon les paysages pouvant être considérés comme remarquables, ordinaires ou dégradés. La convention représente une importante contribution à la mise en œuvre des objectifs du Conseil de l'Europe, qui sont de promouvoir la démocratie, les droits de l'homme et la prééminence du droit, ainsi que de trouver des solutions communes aux grands problèmes sociétaux de l'Europe. En prenant en compte les richesses paysagères, naturelles et culturelles, le Conseil de l'Europe cherche à préserver la qualité de vie et le bien-être des Européens dans une perspective de développement durable.

As a reflection of European identity and diversity, the landscape is our living natural and cultural heritage... Within the meaning of the European Landscape Convention the close links between the notion of landscape and human rights, democracy and sustainable development deserve to be highlighted. Recommendation CM/Rec(2017)7 of the Committee of Ministers of the Council of Europe to member states on the contribution of the European Landscape Convention to the exercise of human rights and democracy with a view to sustainable development, emphasises the need to “consider the importance that quality and diversity of landscapes has for the minds and bodies of human beings, as well as for societies”. The forthcoming opening of the convention to non-European states provides a unique opportunity to reaffirm the universal nature of human rights. The implementation of the convention represents an effective contribution by the Council of Europe to realisation of the 2030 Agenda for Sustainable Development, as adopted by the United Nations General Assembly.
