Agricultural Commercialization Gender Equality And The Right To Food

This volume explores agricultural commercialization from a gender equality and right to food perspective. Agricultural commercialization, involving not only the shift to selling crops and buying inputs but also the commodification of land and labour, has always been controversial. Strategies for commercialization have often reinforced and exacerbated inequalities, been blind to gender differences and given rise to violations of the human rights to food, land, work and social security. While there is a body of evidence to trace these developments globally, impacts vary considerably in local contexts. This book systematically considers these dynamics in two countries, Cambodia and Ghana. Profoundly different in terms of their history and location, they provide the basis for fruitful comparisons because they both transitioned to democracy in the early 1990s, made agricultural development a priority, and adopted orthodox policies of commercialization to develop the sector. Chapters illustrate how commercialization processes are gendered, highlighting distinctive gender, ethnic and class dynamics in rural Ghana and Cambodia and the different outcomes these generate. They also show the ways in which food cultures are changing and the often-problematic impact of these changes on the safety and quality of food. Specific policies and legal norms are examined, with chapters addressing the development and implementation of frameworks on the right to food and land administration. Overall, the volume brings into relief multiple dimensions shaping the outcomes of processes of commercialization, including gender orders, food cultures, policy translation, national and sub-national policies, corporate investments and programmes, and formal and informal legal norms. In doing so, it offers insight not only on our case countries, but also provides proposals to advance rights-based research on food security. This book will be of great interest to students and scholars of food security, agricultural development and economics, gender, human rights and sustainable development.

The Food and Agriculture Organization of the United Nations (FAO) produced a 2011 report on women in agriculture with a clear and urgent message: agriculture underperforms because half of all farmers—women—lack equal access to the resources and opportunities they need to be more productive. This book builds on the report’s conclusions by providing, for a non-specialist audience, a compendium of what we know now about gender gaps in agriculture.

Over the past two decades, existing documentation of women in the agricultural sector has surveyed topics such as agricultural restructuring and land reform, international trade agreements and food trade, land ownership and rural development and rural feminisms. Many studies have focused on either the high-income countries of the global North or the low-income countries of the global South. This separation suggests that the North has little to learn from the South, or that there is little shared commonality across the global dividing line. Fletcher and Kubik cross this political, economic, and ideological division by drawing together authors from 5 continents. They discuss the situation for women in agriculture in 13 countries worldwide, with two chapters that cover international contexts. The authors blur the boundaries between academic and organizational authors and their contributors include university-based researchers, gender experts, development consultants, and staff of agricultural research centers and international organizations (i.e., Oxfam, the United Nations World Food Program). The common thread connecting these diverse authors is an emphasis on practical and concrete solutions to address the challenges, such as lack of access to resources and infrastructure, lack of household decision-making power, and gender biases in policymaking and leadership, still faced by women in agriculture around the world. Ongoing issues in climate change will exacerbate many of these issues and several chapters also address environment and sustainability. This book is of great interest to readers in the areas of gender studies, agriculture, policy studies, environmental studies, development and international studies.

Over the past decade, interest in gender equality and women’s empowerment has grown rapidly, creating a unique opportunity to institutionalize gender research within agricultural research for development. This book, edited by researchers from the CGIAR Gender Platform, reviews and reflects on the growing body of evidence from gender research. It marks a shift a way from a traditional focus on how gender analysis can contribute to improved productivity, flipping the question to ask, How does agricultural and environmental research and development contribute to gender equality and women’s empowerment? The Compendium is a product of the Joint Programme on Gender Transformative Approaches for Food Security and Nutrition implemented by FAO, IFAD and WFP and funded by the European Union. The compendium of 15 good practices of gender transformative approaches (GTAs) includes the individual templates of the 15 good practices, provides a synthesis of the main features of the 15 GTAs presenting the core characteristics of 15 GTAs and describing the implementation arrangements, implementation cycle, the potential results of GTAs and their key success factors and challenges. It also includes ideas as to how GTAs could be taken to scale. The purpose of the Compendium is fourfold: (i) to take stock and draw lessons from experiences from existing practices of GTAs; (ii) to be a resource for agencies already working with GTAs to identify opportunities for strengthening their GTA work or to link up with complementary interventions; (iii) to provide guidance on how to apply GTAs in any organization or institution working for enhanced food security, nutrition and sustainable agriculture; and (iv) to raise awareness of and advocate for GTAs by showcasing examples of good practices or successful approaches that contribute to positive gender-related and non-gender-related changes towards food security, improved nutrition and sustainable agriculture and rural development.

Women make significant contributions to the rural economy in all developing country regions. Their roles differ across regions, yet they consistently have less access than men to the resources and opportunities they need to be more productive. Increasing women's access to land, livestock, education, financial services, extension, technology and rural employment would boost their productivity and generate gains in terms of agricultural production, food security, economic growth and social welfare. Closing the gender gap in agricultural inputs alone could lift 100-150 million people out of hunger. No blueprint exists for closing the gender gap, but some basic principles are universal: governments, the international community and civil society should work together to eliminate discrimination under the law, to promote equal access to resources and opportunities, to ensure that agricultural policies and programs are gender-aware, and to make women's voices heard as equal partners for sustainable development. Achieving gender equality and empowering women in agriculture is not only the right thing to do. It is also crucial for agricultural development and food security.
