Air Transport and Regional Development Policies is one of three interconnected books related to a four-year European Cooperation in Science and Technology (COST) Action established in 2015. The Action, called Air Transport and Regional Development (ATARD), aimed to promote a better understanding of how the air transport–related problems of core regions and remote regions should be addressed in order to enhance both economic competitiveness and social cohesion in Europe. This book focuses on policy implications related to air transport and regional development. It begins with chapters that generally discuss important policy issues related to air transport and regional development in relation to connectivity and accessibility; dependency; airport governance and regulation; and air traffic control frameworks. This is followed by a number of chapters that consider government subsidies and state aid. The final chapters focus on other policy implications (tourism development, airport expansion, passenger taxation and noise control). Currently, no other single source publication covers this topic area in such a comprehensive manner, insofar as it considers so many policies and examples. The book aims at becoming a major reference source on the topic, drawing from experienced researchers in the field, covering the diverse experience and knowledge of the members of the COST Action. The book will appeal to academics, practitioners and government bodies who have a particular interest in acquiring detailed comparative knowledge and understanding of the policy implications of air transport and regional development. Along with the other two books (Air Transport and Regional Development Methodologies and Air Transport and Regional Development Case Studies) it fills a much-needed gap in the literature.

Transport is an essential element of tourism, providing the vital link between the tourist generating areas and destinations. Good accessibility, which is determined by the transport services provided, is a fundamental condition for the development of any tourist destination. Moreover the transport industry can be a major beneficiary of tourism because of the additional passenger demand that may be generated.Aviation is an increasingly important mode of transport for tourism markets. Whilst geography has meant that, in modern times, air travel has always been the dominant mode for long distance travel and much international tourism, moves towards deregulation, and in particular the emergence of the low cost carrier sector, have also increased aviation's significance for short and medium haul tourism trips. Thus, developments in aviation can have very major implications for many leisure and business tourism markets. However the characteristics and needs of leisure travellers are generally so very different from business travellers that this necessitates a separate consideration of these markets if a detailed understanding of the relationship with aviation is to be gained.In spite of the obvious closeness between the aviation and tourism industries, there are very few specialist texts on this subject. Most tourism focused books consider aviation as just one component of the tourism industry which needs to be discussed, whereas aviation specialist texts rarely concentrate on just leisure travel. In addition there is very little literature that gives a detailed appreciation of the complexities and potential conflicts associated with the development of coherent and effective aviation and tourism policies. Therefore it is the aim of this book to fill this important gap which exists with a comprehensive, in-depth study of the relationship between aviation and leisure travel.The book deals exclusively with issues related to the relationship between aviation and leisure travel. It does this with an analysis of the theoretical concepts relevant to the subject area combined with a detailed investigation of current practice within the aviation and tourism industries. Each chapter is illustrated with case study material that will reinforce the understanding of the issues that are being examined.

Aviation and tourism have long been seen as interdependent segments of one single industry. Increasingly, the World Tourism Organization and its member governments recognise that developments in aviation will significantly affect the nature and growth of tourism. The relative affordability and speed of air transport today have made international travel accessible to many people and it has become an integral part of their lifestyle. In economic terms, aviation contributes to a country ́s growth in two ways. First, the growth of the aviation industry itself generates employment, production, exports, value added, investment and contributions to the Exchequer. Secondly, air transport facilitates trade in goods, industrial developments and economic services. Contribution to GDP: Aviation accounts for 1.2% of national GDP. By including retailing and catering at airports it makes up 1.4% of GDP. The official Oxford Economic Forecasting study1 estimated that over the last 10 years aviation growth had increased output in the UK economy by £550 million per year.2 Exports: One third of the UK exports now go by air. Exports of services, which depend on the ability to travel by air, make up a further 8% of the national income.3 Tourism: Today, UK residents make around 60 million visits overseas each year, compared to just 13 million in 1978. Around 80 % of these are made by air due to the fact that they have little alternative to air travel for long-haul, and many short-haul, destinations. This outbound tourism contributes significantly to the economy through revenue earned, for instance, by tour operators. Another source of earnings is foreign visitors, two thirds of whom (ca. 55 million out of 80 million) come by air.
