American Sanctions In The Asia Pacific

This book provides the first comprehensive treatment of US sanctions policy in the Asia-Pacific. Using the Bill Clinton and George W. Bush presidencies as a basis for comparison, it examines nine prominent episodes involving the US use of sanctions toward countries in this economically and strategically vital part of the world.

This book is based on the proceedings of the National Security Seminar 2011 conducted at the USI from 17 to 18 Nov 2011. The views of eminent speakers from across the globe have been covered on the following themes:- • Strategic and Security Environment in the Asia Pacific Region • Existing Political and Economic Frameworks in the Asia Pacific: Have they fulfilled regional aspirations? • Bringing an Enduring Security Architecture for the Asia Pacific This book intends to examine the current state and possible future trajectory of efforts to create an Asia Pacific security architecture. The problems are challenging but not insurmountable. Efforts to build an appropriate security architecture would certainly be in the interest of the region.

The Asia Pacific region is a dynamic but complex area where much of the history of the 21st Century will be scripted. Although the strategic and economic importance of the region continues to grow, challenges of reconciling national interests with regional and global interests continue. Security architectures during the Cold War were based primarily on military alliances. However the need today is to base these architectures on shared values, interests and challenges. We need not only define but believe in these universal values. This book brings out this important aspect of this region and explains them briefly.

Russo-Ukrainian War: Implications for the Asia Pacific explores the implications of the Russo-Ukrainian war for American and Chinese engagement in the Asia Pacific. It interprets Russia's invasion of Ukraine which began on February 24, 2022 as part of a complex double game where the Kremlin and Washington simultaneously spar, bluffing for high stakes despite catastrophic risks in the name of lofty ideals, while pursuing expedient default agendas. Both sides champion virtuous global orders compatible with their tastes and objectives. Washington seeks to compel Moscow to abide by its rules and vice-versa.The immediate impact of the Russo-Ukrainian War on the Asia Pacific has been to confirm Chinese President Xi Jinping's perception that Washington is committed to low-cost, regime-changing Cold War with China to preserve its status as the world's preeminent superpower. Washington is willing to increase hard power defense spending modestly to tackle the Taiwan and South China Sea issues, but will not compete with China in an arms race, curtail productivity stifling government over-regulation and social spending or curb China's abusive state trading.Emboldened by what Washington considers America's successes in the Russo-Ukrainian proxy war, American President Joe Biden plans to reinforce military spending with attitude management campaigns, moral suasion and coalitions of the willing including the North Atlantic Treaty Organization — efforts to spark Chinese color revolution and regime change. Given Australia’s lack of energy security strategy, it is not surprising that the country is void of institutional knowledge and know-how of Russian foreign energy strategy. The ‘lucky country’ as it were, relies entirely on sea-lines of communication to the north to supply fuel and to export Australian coal and natural gas. Australia has entered the 2020s as the world’s largest liquefied natural gas (LNG) exporter; however, maintaining complacency in Canberra’s current export activities will ultimately lead to a long-term security crisis. This book critically examines Russian energy strategy in the Asia-Pacific, with a view to determining the security implications for Australia. Russia is important for global energy security chains because of its vast resource wealth and its geographical position – a pivotal position to supply both the European and Asian markets. Australia has no such luxury, geographically constrained as an island continent; it relies on the nearby Asia-Pacific import market to demand our energy and to facilitate the delivery of our national oil supplies.
