Excerpt from District of Columbia Code: The Act Entitled "an Act to Establish a Code of Law for the District of Columbia" (Chapter 854, 31 Stat. 1189), Approved March 3, 1901, as Amended Up to and Including June 7, 1924, and Certain Legislative Acts Relating to the District of Columbia First. Words importing the singular number shall be held to include the plural, and Vice versa, except where such construction would be unreasonable. Second. Words importing the masculine gender shall be held to include all genders, except where such construction would be absurd or unreasonable.
