The session was closed with papers that provided a prognosis on the future development of property rights in fisheries management. Thus, the conference papers addressed the theory and application of property.

This study examines fisheries control issues at the national, regional and subregional level. It consists of two major international agreements: the FAO Compliance Agreement and the UN Fish Stocks Agreement. The study analyses and compares national legal systems and their governance of fisheries control. Existing and proposed regional and subregional agreements are identified, analysed and compared.

Between 2001 and 2002 the Maritime Institute of the Universiteit Gent and the Centre for International Law of the Vrije Universiteit Brussel joined efforts and hosted Emeritus Professor Dermott Devine as holder of the International Francqui Chair, around the central themes of fisheries and coastal state jurisdiction with respect to marine pollution. As Emeritus Director of the Institute of Marine and Environmental Law, Professor Devine was available for discussion and participation in the scientific life of the different Belgian universities having similar fields of interest. Within this context six classes of excellence were organized with the participation of interested Belgian colleagues across the board, belonging to universities adhering to different basic philosophies and even forming part of different linguistic communities. These classes culminated in a final symposium where Professor Devine gave a birds-eye view of the general theme, overarching and synthesizing the different subjects covered during the previous classes of excellence. This book offers a reworked compilation of all the contributions of the key-note speakers to the classes of excellence.

This document aims to provide a better understanding of the role of the economic, institutional and sociocultural components within the ecosystem approach to fisheries (EAF) process and to examine some potential methods and approaches that may facilitate the adoption of EAF management. It explores both the human context for the ecosystem approach to fisheries and the human dimensions involved in implementing the EAF. For the former, the report provides background material essential to understand prior to embarking on EAF initiatives, including an understanding of key concepts and issues, of the valuation of aquatic ecosystems socially, culturally and economically, and of the many policy, legal, institutional, social and economic considerations relevant to the EAF. With respect to facilitating EAF implementation, the report deals with a series of specific aspects: (1) determining the boundaries, scale and scope of the EAF; (2) assessing the various benefits and costs involved, seen from social, economic, ecological and management perspectives; (3) utilizing appropriate decision-making tools in EAF; (4) creating and/or adopting internal incentives and institutional arrangements to promote, facilitate and fund the adoption of EAF management; and (5) finding suitable external (non-fisheries) approaches for financing EAF implementation.

Includes the keynote addresses and papers presented on the conference themes that covered: environment, ecosystem biology, habitat, diversity and oceanography; population biology and resource assessment; harvesting and conservation strategies for resource management; technology requirements; monitoring, compliance and controls; a review of existing policies and instruments; and governance and management. It also provides the perspectives of participating experts and the conference Steering Committee. The general conclusions of the conference contain the elements that must be addressed and undertaken if deep-sea fish resources are to be sustained and their habitat protected to ensure productivity and safeguard deep-sea biodiversity. The second volume of the proceedings includes posters and corresponding papers presented at the conference as well as papers from workshops held prior to the main conference.
