Annotated Bibliography On Socio Economic And Ecological Impacts Of Marine Protected Areas In Pacific Island Countries

The bibliography is to highlight impacts on fisheries and livelihoods attributed to coral reef marine protected areas in Pacific Island countries and territories. Included in this collection is literature that reports various forms of reef area management practiced in Pacific Island countries: reserves, sanctuaries, permanent or temporary closed areas, community and traditional managed areas.

In the Pacific, as elsewhere, indigenous communities live with the consequences of environmental mismanagement and over-exploitation but rarely benefit from the short-term economic profits such actions may generate within the global system. National and international policy frameworks ultimately rely on local community assent. Without effective local participation and partnership, these extremely imposed frameworks miss out on millennia of local observation and understanding and seldom deliver viable and sustained environmental, cultural and economic benefits at the local level. This collection argues that environmental sustainability, indigenous political empowerment and economic viability will succeed only by taking account of distinct local contexts and cultures. In this regard, these Pacific indigenous case studies offer ‘islands of hope’ for all communities marginalised by increasingly intrusive—and increasingly rapid—technological changes and by global dietary, economic, political and military forces with whom they have no direct contact or influence.

The tropical estuarine systems of Mexico and Central America are an important part of the region ́s coastlines; for example Mexico alone possesses more than 770 thousand hectares of mangroves, as well as the largest estuarine mangrove complex on the American Pacific (Marismas Nacionales), yet is one of the poorest studied areas in the world. This is the first book that deals extensively with fisheries management issues in this region from physical-chemistry, ecological and socioeconomic views, providing an understanding on the function and the effects of human activities on these areas, with works undertaken by local scientist.

The unique historical, economic, and social features of the Canadian North pose special challenges for the social economy – a sector that includes nonprofits, co-operatives, social enterprises, and community economic development organizations. Northern Communities Working Together highlights the innovative ways in which Northerners are using the social economy to meet their economic, social, and cultural challenges while increasing local control and capabilities. The contributors focus on the special challenges of the North and their impact on the scope of the social economy, including analyses of land claim organizations, hunter support programs, and Indigenous conceptions of the social economy. With the health of the world’s oceans threatened as never before, it is becoming increasingly apparent that Marine Protected Areas (MPAs) play a vitally important role in protecting marine and coastal habitats. Management of Marine Protected Areas: A Network Perspective draws on the results of a major EU-sponsored research project related to the establishment of networks of MPAs in the Mediterranean and Black Seas that transpired from February 2011 to January 2016. This book is a critical analysis of the concept of marine protected areas (MPAs) particularly as a tool for marine resource management. It explains the reasons for the extraordinary rise of MPAs to the top of the political agenda for marine policy, and evaluates the scientific credentials for the unprecedented popularity of this management option. The book reveals the role played by two policy networks – epistemic community and advocacy coalition – in promoting the notion of MPA, showing how advocacy for marine reserves by some scientists based on limited evidence of fisheries benefits has led to a blurring of the boundary between science and politics. Second, the study investigates whether the scientific consensus on MPAs has resulted in a publication bias, whereby pro-MPA articles are given preferential treatment by peer-reviewed academic journals, though it found only limited evidence of such a bias. Third, the project conducts a systematic review of the literature to determine the ecological effects of MPAs, and reaches the conclusion that there is little proof of a positive impact on finfish populations in temperate waters. Fourth, the study uses discourse analysis to trace the effects of a public campaigning policy network on marine conservation zones (MCZs) in England, which demonstrated that there was considerable confusion over the objectives that MCZs were being designated to achieve. The book’s conclusion is that the MPA issue shows the power of ideas in marine governance, but offers a caution that scientists who cross the line between science and politics risk exaggerating the benefits of MPAs by glossing over uncertainties in the data, which may antagonise the fishing industry, delay resolution of the MPA issue, and weaken public faith in marine science if and when the benefits of MCZs are subsequently seen to be limited.
