This volume seeks to explain why democratization and military reforms stagnate in newly democratizing countries. The contributions blend historical, ideational, cultural and structural explanatory factors to analyze the trajectories of military reform in Indonesia and Nigeria, two major regional powers that share many structural commonalities. In the tradition of the literature on security sector reform (SSR), the book not only scrutinizes executive initiatives toward military reform, but also provides ample coverage of societal actors. Findings show that while military reform is stagnating in both countries, societal forces ought to be taken into account more as major driving forces in explaining military reform. Several chapters study how legislatures, non-governmental organizations and the civilian defence epistemic community contribute to the transformation of military institutions. The last part of the book tackles another aspect rarely studied in the literature on military reform, namely, the role of militias in military reform.

This book stems from a simple ‘feminist curiosity’ that can be succinctly summed up into a single question: what happens to combatant women after the war? Based on in-depth interviews with 40 research participants, mostly former combatants within the Irish Republican Army (IRA), this book offers a critical exploration of republican women and conflict transition in the North of Ireland. Drawing on the feminist theory of a continuum of violence, this book finds that the dichotomous separation of war and peace within conventional approaches represents a gendered fiction. Despite undertaking wartime roles that were empowering, agentic, and subversive, this book finds that the ‘post-conflict moment’ as experienced by female combatants represents not peace and security, but a continuity of gender discrimination, violence, injustice, and insecurity. The experiences and perspectives contained in this book challenge the discursive deployment of terms such as post-conflict, peace, and security, and moreover, shed light on the many forms of post-war activism undertaken by combatant women in pursuit of peace, equality, and security. The book represents an important intervention in the field of gender, political violence, and peace, and more specifically, female combatants and conflict transition. This book explores the impact of this hybridisation on the values, cohesion and effectiveness of the armed forces by comparing and contrasting the experiences of the French Foreign Legion, private military companies in Angola, and the merging of private contractors and American troops in Iraq. Examining the employment of foreign citizens and private security companies as military forces and tools of foreign policy, and their subsequent impact on the national armed forces, the book investigates whether the difficulties of coordinating soldiers of various nationalities and allegiances within public-private joint military operations undermines the legitimacy of the state.
