This volume seeks to explain why democratization and military reforms stagnate in newly democratizing countries. The contributions blend historical, ideational, cultural and structural explanatory factors to analyze the trajectories of military reform in Indonesia and Nigeria, two major regional powers that share many structural commonalities. In the tradition of the literature on security sector reform (SSR), the book not only scrutinizes executive initiatives toward military reform, but also provides ample coverage of societal actors. Findings show that while military reform is stagnating in both countries, societal forces ought to be taken into account more as major driving forces in explaining military reform. Several chapters study how legislatures, non-governmental organizations and the civilian defence epistemic community contribute to the transformation of military institutions. The last part of the book tackles another aspect rarely studied in the literature on military reform, namely, the role of militias in military reform.

This edited volume takes stock of the state of research and policy on the issue of Small Arms and Light Weapons (SALW), ten years after the UN first agreed to deal with the problem. The end of the Cold War originated a series of phenomena that would subsequently come to dominate the political agenda. Perhaps most symptomatic of the ensuing environment is the marked escalation in the scale and dynamics of armed violence, driven by the proliferation of SALW. Events in Rwanda, Somalia and Bosnia seared into global consciousness the devastating effects of this phenomenon, and of the necessity to engage actively in its limitation and prevention. This edited volume explores and outlines the research and policy on the SALW issue at this critical juncture. In addition to providing a detailed telling of the genesis and evolution of SALW research and advocacy, the volume features a series of essays from leading scholars in the field on both advances in research and action on SALW. It reflects on what has been achieved in terms of cumulative advances in data, methodology and analysis, and looks at the ways in which these developments have helped to inform policy making at national, regional and international levels. Alongside situating and integrating past and present advances in advocacy and international action, Controlling Small Arms also outlines future directions for research and action. Every year around three-quarters of a million people die (directly or indirectly) as a result of gun violence, with most deaths occurring in the poorest, yet also most highly weaponized parts of the world. This book stems from a simple ‘feminist curiosity’ that can be succinctly summed up into a single question: what happens to combatant women after the war? Based on in-depth interviews with 40 research participants, mostly former combatants within the Irish Republican Army (IRA), this book offers a critical exploration of republican women and conflict transition in the North of Ireland. Drawing on the feminist theory of a continuum of violence, this book finds that the dichotomous separation of war and peace within conventional approaches represents a gendered fiction. Despite undertaking wartime roles that were empowering, agentic, and subversive, this book finds that the ‘post-conflict moment’ as experienced by female combatants represents not peace and security, but a continuity of gender discrimination, violence, injustice, and insecurity. The experiences and perspectives contained in this book challenge the discursive deployment of terms such as post-conflict, peace, and security, and moreover, shed light on the many forms of post-war activism undertaken by combatant women in pursuit of peace, equality, and security. The book represents an important intervention in the field of gender, political violence, and peace, and more specifically, female combatants and conflict transition. It is analytically significant in its exploration of the ways in which gender operates within non-state military movements emerging from conflict, and will be of interest to students and scholars alike.

This book assesses the use of ‘mercenaries’ by states, and their integration into the national armed forces as part of a new hybridisation trend of contemporary armies. Governments, especially in the West, are undertaking an unprecedented wave of demilitarisation and military budget cuts. Simultaneously, these same governments are increasingly opening their armies up to foreign nationals and outsourcing military operations to private companies. This book explores the impact of this hybridisation on the values, cohesion and effectiveness of the armed forces by comparing and contrasting the experiences of the French Foreign Legion, private military companies in Angola, and the merging of private contractors and American troops in Iraq. Examining the employment of foreign citizens and private security companies as military forces and tools of foreign policy, and their subsequent impact on the national armed forces, the book investigates whether the difficulties of coordinating soldiers of various nationalities and allegiances within public-private joint military operations undermines the legitimacy of the state. Furthermore, the author questions whether this trend for outsourcing security can realistically provide a long term and positive contribution to national security.
