This regulation establishes Army policies and responsibilities for life cycle management of the following areas only as they pertain to training: training aids, devices, simulators, and simulations (TADSS), including tactical engagement simulation (TES), targetry, combat training centers, gaming technologies, range instrumentation, and training-unique ammunition, regardless of training site or event (combat training centers, homestations, institutions, or other training sites or venues). Also, it applies to capabilities acquired to meet urgent needs as well as acquisition programs. Additionally, this regulation explains and expands upon Army embedded training (ET) policy as stated in AR 350–1and provides guidance on ET, a subset of systems training.

"The requirements for this study were: to identify how the available Training Aids, Devices, Simulators and Simulations (TADSS) are integrated into training programs, to evaluate user perceptions of TADSS, and to provide recommendations for a procedure to periodically gather this information. The methodology employed structured interviews given at eight posts selected for both Forces Command (FORSCOM) and Training and Doctrine Command (TRADOC) installations. Personnel were selected to represent the providers of TADSS and the users, from individual soldier to training administrator. Virtual Simulation was employed by the combat maneuver arms where available. Constructive Simulation is widely used by companies and battalions and not often by platoons. The TADSS most often used at platoon level was the multiple integrated laser engagement system or MILES. MILES was not consistently employed in a manner that would ensure realism or objective casualty assessment. Unit Conduct of (UCOFT) and Weaponeer are the simulators most often used. The Standard Army Training System (SATS) is used mostly to prepare training schedules, but the software is unfriendly and needs considerable revision to reach its full potential. TADSS information should be collected on a periodic basis by TRADOC using a modified set of these study procedures."--DTIC.

It also applies to Department of the Army Civilian employees. During mobilization, the proponent may modify the policies and procedures contained in this regulation provided that the modification is coordinated with and concurred with by the Administrative Assistant to the Secretary of the Army and that the modification is disseminated through the Administrative Assistant to the Secretary of the Army.Proponent and exception authority. The proponent of this regulation is the Deputy Chief of Staff, G-3/5/7. The proponent has the authority to approve exceptions or waivers to this regulation that are consistent with controlling law and regulations. The proponent may delegate this approval authority, in writing, to a division chief within the proponent agency or its direct reporting unit or field operating agency, in the rank of colonel or the civilian equivalent. Activities may request a waiver to this regulation by providing justification that includes a full analysis of the expected benefits and must include formal review by the activity's senior legal officer. All waiver requests will be endorsed by the commander or senior leader of the requesting activity and for-warded through their higher headquarters to the policy proponent. Refer to AR 25-30 for specific guidance.This regulation contains internal control provisions in accordance with AR 11-2 and identifies key internal controls that must be evaluated (see appendix J).

Supplementation of this regulation is authorized at the Army command, Army service component command, and direct reporting unit level when additional command directed requirements are established in order to provide a single source for training and education requirements and guidance across the command.
