Problems of internal and external security in South-East Asia have persisted as one set of competing global alignments has been succeeded by another, with major impact on regional relationships. This book, first published in 1989, examines how the states of The Association of South-East Asian Nations (ASEAN) have attempted to confront the problems of regional security. It considers the nature and role of the Association - intended to promote economic growth, social progress and cultural development - traces its institutional development from 1967 and identifies a basic structural weakness arising from the differing strategic perspectives held by member governments. Leifer explores in particular ASEAN’s response to conflicts over Kampuchea, renamed Cambodia in 1990, which was critical in exposing those differing perspectives and the limited role of a diplomatic community in coping with regional security problems. ASEAN has declared its intention to create a security community in Southeast Asia that is people-orientated. This book evaluates ASEAN's progress, and in doing so examines three matters of concern. The book firstly looks at the importance of constitutive norms to the workings of security communities, by identifying ASEAN's constitutive norms and the extent to which they act as a help of hindrance in establishing a security community. It then moves on to how ASEAN has interpreted people-orientated as empowering civil society organisations to be community stakeholders. The book discusses the uncertainty between how ASEAN envisages their role, and the role they themselves expect to have. Civil society actors are seeking to influence what sort of community evolves and their ability to interact with the state elite is evaluated to determine what interpretation of people-oriented is likely to emerge. Thirdly, in order to make progress ASEAN has sought to achieve cooperation among its member states in functional areas. The book examines this interest in functional cooperation through case studies on human rights, HIV/AIDS and disaster management. By discussing the notion of ASEAN being people-orientated, and how it engages with 'the people', the book provides important insights into what type of community ASEAN in building, as well as furthering our understanding on security communities more broadly.

Southeast Asia serves as an excellent case study to discuss major transformations in the relationship between states. This book looks at the changing nature of relationships between countries in Southeast Asia, as well as their relationships with other states in Asia and beyond. A diverse region in many areas, open to outside influence in many fields, but not without dynamics of its own, Southeast Asia has been through centuries the site of states with very differing levels of power and in a variety of forms. It has also been exposed to powerful neighbours, seawards empires and contending world powers. Adopting a historical approach, the book analyses state relations against the background of regional and geopolitical developments from within and without. Since the early 1990s and the end of the Cold War, the implications of China's rising power have come to dominate the security agenda of the Asia-Pacific region. This book is the first to comprehensively chart the development of Southeast Asia’s relations with the People’s Republic of China (PRC) from 1949 to 2010, detailing each of the eleven countries’ ties to the PRC and showing how strategic concerns associated with China's regional posture have been a significant factor in shaping their foreign and defence policies. In addition to assessing bilateral ties, the book also examines the institutionalization of relations between the Association of Southeast Asian Nations (ASEAN) and China. The first part of the book covers the period 1949-2010: it examines Southeast Asian responses to the PRC in the context of the ideological and geopolitical rivalry of the Cold War; Southeast Asian countries’ policies towards the PRC in first decade of the post-Cold War era; and deepening ties between the ASEAN states and the PRC in the first decade of the twenty-first century. Part Two analyses the evolving relationships between the countries of mainland Southeast Asia - Vietnam, Thailand, Myanmar, Laos and Cambodia - and China. Part Three reviews ties between the states of maritime Southeast Asia - Indonesia, Malaysia, Singapore, the Philippines, Brunei and East Timor - and the PRC. Whilst the primary focus of the book is the security dimension of Southeast Asia-China relations, it also takes full account of political relations and the burgeoning economic ties between the two sides. This book is a timely contribution to the literature on the fast changing geopolitics of the Asia-Pacific region.
