Asian Water Development Outlook 2007

This document was prepared as a supplement to the Asian Water Development Outlook 2016. It provides background information and explanatory notes on the approach taken, assumptions made, and data used. The methodology itself has been developed by the Asian Development Bank (ADB) in cooperation with reputed scientific institutes who have co-authored the individual reports for each of the five key dimensions of water security. These five reports are integrated into this methodology report. This study was supported by ADB's Water Financing Partnership Facility.

The Asian Water Development Outlook charts progress in water security in Asia and the Pacific over the past 5 years. This 2016 edition of the report uses the latest available data to assess water security in five key dimensions: household access to piped potable water and improved sanitation, economic water security, providing better urban water services to build more livable cities, restoring healthy rivers and ecosystems, and resilience to water disasters. The region shows a positive trend in strengthening water security since the 2013 edition of the report, when 38 out of 49 countries were assessed as water-insecure. In 2016, that number dropped to 29 out of 48 countries. This study was supported by ADB’s Water Financing Partnership Facility.

The Asian Water Development Outlook (AWDO) assesses national water security across the Asia and the Pacific, with a focus on five key dimensions: rural, economic, urban, environmental, and water-related disaster. Despite considerable achievements in the region since the AWDO 2013 edition, 1.5 billion people in rural areas and 0.6 billion in urban areas still lack adequate water supply and sanitation. Sound water management and access to reliable service delivery remain vital to inclusive economic growth and social well-being, especially after the coronavirus disease (COVID-19) pandemic. AWDO 2020 includes two new sections highlighting the importance of finance and governance to water security as well as case studies demonstrating how the AWDO has influenced policy development in four countries.

The United Nations World Water Development Report, published every three years, is a comprehensive review providing an authoritative picture of the state of the world's freshwater resources. It offers best practices as well as in-depth theoretical analyses to help stimulate ideas and actions for better stewardship in the water sector. It is the only report of its kind, resulting from the collaboration and contributions of the 26 UN agencies, commissions, program, funds, secretariats and conventions that have a significant role in addressing global water concerns. The news media are full of talk of crises - in climate change, energy and food and troubled financial markets. These crises are linked to each other and to water resources management. Unresolved, they may lead to increasing political insecurity and conflict. Water is required to meet our fundamental needs and rising living standards and to sustain our planet‘s fragile ecosystems. Pressures on the resource come from a growing and mobile population, social and cultural change, economic development and technological change. Adding complexity and risk is climate change, with impacts on the resource as well as on the sources of pressure on water. The challenges, though substantial, are not insurmountable. The Report shows how some countries have responded. Progress in providing drinking water is heartening, with the Millennium Development Goal target on track in most regions. But other areas remain unaddressed, and after decades of inaction, the problems in water systems are enormous and will worsen if left unattended. Leaders in the water sector can inform decisions outside their domain and manage water resources to achieve agreed socioeconomic objectives and environmental integrity. Leaders in government, the private sector and civil society determine these objectives and allocate human and financial resources to meet them. Recognizing this responsibility, they must act now! Asian countries are not homogenous. They are in different stages of social and economic development, with cultural conditions and institutional and legal frameworks varying from one country to another. Therefore, how water can be successfully managed differs from one country to another. The book provides authoritative analyses of how water is being managed in different Asian countries, ranging from the world’s most populous countries like China and India to a city state like Singapore and an island country like Fiji. It also analyses in depth several wide ranging issues like terrorism, human rights, water-energy nexus, and roles of media, along with comprehensive discussions of legal, institutional and regulatory frameworks in an Asian water management context. The overall focus is on how water can be managed efficiently, cost-effectively and equitably in various Asian countries.
