Assessing Canada S System Of Impact Evaluation Of Active Labour Market Policies

This report on Canada is the ninth country study published in a series of reports on policies to connect people with jobs. It provides an assessment of Employment and Social Development Canada’s system of impact evaluation of active labour market policies (ALMPs).

In Federalism, Democracy and Labour Market Policy in Canada the authors provide comprehensive assessments of the current state of governance within the areas of income support for the unemployed, active labour market measures, and youth policy. The analysis focuses on how the current state of governance reflects a combined commitment to specific social policy goals, principles of federalism, and democratic oversight of the policy making process.;This volume sheds new light on the complex nature of the intergovernmental regimes governing labour market policy. It makes recommendations concerning how different governance structures might better serve both Canadians and the federation.

First, Canada's primary source for immigrants has shifted dramatically from the United Kingdom and Europe to countries outside Europe. Second there has been a remarkable transformation in the nature of work: Canada's economy has changed from relying on resource extraction to an emphasis on manufacturing, and presently is emerging as post-industrial and knowledge-based. Pendakur combines an analysis of parliamentary debates on immigration issues with an evaluation of the regulatory and policy changes that resulted from these discussions and an analysis of how the work of immigrants changed over a five-decade. He then provides both a political and quantitative analysis by looking at issues that affect not only immigrants but minorities born in Canada in order to assess the degree to which labour market discrimination exists and whether employment equity programs are needed.

This report analyses the sequence of labour market support that individuals receive and evaluates two large public works programmes. It uses rich administrative data and finds positive labour market impacts of the Community Employment and Tús employment programmes. Building on the results of the analyses, the report makes recommendations on how Ireland can further adapt its active labour market policies (ALMPs) to better support its current and future jobseekers. This report on Ireland is the thirteenth country study published in a series of reports on policies to connect people with jobs, and is part of a joint project with the European Commission to strengthen countries’ capacity to evaluate ALMPs. The report is written jointly by the OECD, the Department of Social Protection of Ireland and the Joint Research Centre of the European Commission.

This report uses rich administrative data from different registers in Finland to evaluate the impact of two types of training available to jobseekers: labour market training; and self-motivated training. Training outcomes are examined that go beyond the probability of employment and how different population groups are affected.
