Assessing The Commercial Impact Of The Vhsic Very High Speed Integrated Circuit Program

This book is dedicated to those individuals in the U.S. Government who have begun to recognize the full implications of the challenge which this country confronts in microelectronics race, and who are beginning to take steps to deal with that challenge.

The essays in this volume consider the nature of the war economy and the possibilities for change that the relaxation of the Cold War presents. They ask what the effects of a security policy of substantial disarmament on the economy and political climate of the USA might be.

This book arises from a meeting held at Wiston House, Sussex, UK, in September 1987. The meeting brought together academic, governmental and industrial experts from eight countries to discuss the increasingly important sUbject of the relations between civil and defence technologies. It was primarily funded under the Advanced Research Workshops Programme of NATO's Scientific Affairs Division, and was the first science policy workshop funded by the Programme. Additional financial support came from the Leverhulme Trust. The choice of topic, of speakers and, finally, of papers to be published was entirely ours. The conclusions reached were our own and those of the partIcipants. They were not in any way guided by NATO; nor do they represent NATO policy. With the end of the Cold War and the extraordinary military competition that characterized it, the meaning of national security is being redefined. This book participates in that task by proposing a new, demilitarized foreign policy based on collective security, and an industrial policy capable of shifting the country's major resources from military purposes to the revitalization of the economy. This reduction in military production will also make possible the reversal of the environmental legacy of the Cold War, analyzed at length here.
