Assessments of Development Results (ADRs) provide an independent evaluation of United Nations Development Programme’s (UNDP’s) contributions to development in the countries it operates. This ADR spans the 2001-2008 period covering the UNDP strategic plan for Guatemala for 2001-2004 and 2005-2008. The assessment provides inputs for UNDP’s next strategic document for the country.

This publication assesses UNDP contributions in Tajikistan between 2001 and 2008. The findings and recommendations of the ADR are intended to inform the preparation of the next country programme. The purpose of the ADR is to assist UNDP in continuing to build on its strengths and enhance its contribution to national development results. It provides an independent assessment of the progress, or lack thereof, towards the expected outcomes; highlights unexpected outcomes and missed opportunities; and presents key findings, lessons, and a set of clear and forward-looking options for management to make adjustments in the current strategy and next country programme.

This independent Assessment of Development Results in Lao PDR, conducted by the Evaluation Office of the United Nations Development Programme (UNDP), is part of a series of country-level evaluations. The evaluation examined the UNDP contribution to Lao PDR’s development from 2007 to 2010 and provides forward-looking recommendations that are useful for the formulation of the new UNDP country programme in Lao PDR.

The Assessment of Development Results (ADR) covered the sub-regional programme of the nine member countries of the Organisation of Eastern Caribbean States (OECS) and Barbados over the ongoing (2005-2009) and previous (2001-2004) programming cycles. The ADR notes that UNDP is working in a challenging and multifaceted development context, where relatively high levels of gross domestic product per capita and political stability occur side by side with considerable poverty, underemployment, gender and social inequities, institutional capacity weaknesses and vulnerability to risk, including extreme weather events. The publication concluded that although UNDP has undertaken a subregional programme with a strong profile and reputation it has achieved only moderate progress towards longer-term outcomes. It also found that the UNDP subregional programme had many commendable features and is respected by stakeholders and partners due to its consistent focus on improving human and social development in the Eastern Caribbean.

As countries take ownership of the development agenda, enhancing sustained abilities for countries to do things for themselves takes centre stage as a critical element of development effectiveness. UNDP's support to this nationally-driven process plays a critical role in enhancing its leadership role in capacity development. For UNDP, capacity development is the "how" of what it does and UNDP has put in extraordinary resources in its conceptualization and activities. UNDP has received international recognition for its lead role in the area. The model applied by UNDP is, however, largely a supply-driven model which is not bolstered by adequate organizational learning and incentive systems. The evaluation recommends that UNDP continue to enhance its lead role at the international level while developing and applying a model which is nationally driven, and seek to develop increased conceptual and managerial integration within the organization consistent with the objectives of the strategic plan.
