Assessment Of Development Results Honduras

This report on Honduras’s Assessment of Development Results (ADR) focuses on the following three thematic areas: fostering democratic governance; achieving the Millennium Development Goals (MDGs) and reducing poverty under a human development perspective; and ensuring environmental sustainability. Reflecting on the characteristics of Honduras’s economic history, its current juncture and prospects, the ADR examined the past with a forward-looking perspective.

Honduras: A Territorial Approach to Development presents an innovative approach to address the development challenges of the country. The document first describes the main challenges to inclusive development in Honduras identified by IDB technical staff, which results in a proposal for a Spatial Economic Strategy (SES) developed with the company GeoAdaptive LLC. The Strategy extends across and connects the entire territory, taking advantage of sectoral synergies for enhancing productivity and breaking the established inequality and poverty cycles. This innovative approach seeks to break away from the traditional sector-approach and proposes comprehensive interventions that would enable key stakeholders to maximize synergies and the impact of their actions.

Results-based management (RBM) is a public management strategy that involves decision making based on reliable information regarding the effects of governmental actions on society. It has been adopted in various developed countries as a way of improving efficiency and effectiveness in public policy. In Latin American and Caribbean (LAC) countries, governments and public managers show increasing interest in this management strategy. Given the relative novelty of RBM in the region, however, there is scant literature on the subject. This book is intended to fill this gap in two ways. First, it seeks to describe some of the basic RBM concepts and adapt them according to regional characteristics. Second, it presents an assessment, based on studies carried out in 25 countries, of the challenges facing LAC countries and their capacity to implement results-based public management.

The paper discusses the Joint Staff Assessment (JSA) of the Poverty Reduction Strategy Paper (PRSP) Progress Report for Honduras. The first PRSP Progress Report of the Government of Honduras presents a complete review of the government’s implementation of the PRSP to date and updates the PRSP for 2004–07. The report presents a comprehensive assessment of challenges encountered in implementing the poverty reduction strategy in Honduras. It reports on progress made to date and candidly identifies factors related to less-than-satisfactory Poverty Reduction Strategy implementation.

Around the world disaster vulnerability is on the rise. The incidence and intensity of disasters have increased in recent decades with lives being shattered and resources being destroyed across broad geographic regions each year. As it swept across the Honduran landscape, the exceptional size, power and duration of Hurricane Mitch abruptly and brutally altered the already diminished economic, social, and environmental conditions of the population. In the aftermath of the disaster a group of seven socio-environmental scientists set out to investigate the root causes of the heightened vulnerability that characterized pre-Mitch Honduras, the impact of the catastrophe on the local society, and the subsequent recovery efforts. Edited by Marisa O. Ensor, this volume presents the findings of their investigation. The Legacy of Hurricane Mitch offers a comprehensive analysis of the immediate and long-term consequences of Hurricane Mitch in Honduras. Based on longitudinal ethnographic fieldwork and environmental assessments, this volume illustrates the importance of adopting an approach to disaster research and practice that places ÒnaturalÓ trigger events within their political, cultural, and socio-economic contexts. The contributors make a compelling case against post-disaster recovery efforts that limit themselves to alleviating the symptoms, rather than confronting the root causes of the vulnerability that prefigured the disaster.
