The Independent Evaluation Office (IEO) of the United Nations Development Program (UNDP) conducts country evaluations called “Assessments of Development Results (ADRs)” to capture and demonstrate evaluative evidence of UNDP’s contributions to development results at the country level. Independent Country Programme Evaluations (ICPE), formerly known as Assessments of Development Results (ADR), assess the attainment of intended and achieved results as well as UNDP contributions to development results at the country level. Their scope include, but is not confined to, UNDP responsiveness and alignment to country challenges and priorities; strategic positioning; use of comparative advantage; and engagement with partners.

This evaluation examines UNDP's contributions to national development goals, its relevance and strategic position within the Kyrgyz Republic during the period between 2012 and 2016 . It provides a set of forward-looking recommendations, with a view to supporting the country office and its partners in the continuous efforts to improve the country programme by learning from the achievements and challenges.

The Kyrgyz Republic, among the poorest countries in Central Asia, has also been among the most open to economic reform. The country has experienced significant political and social instability since independence in 1991. In 2010, the country adopted a new constitution and became a parliamentary democracy. The government has set up an ambitious reform program. Yet, the Kyrgyz Republic faces serious challenges ahead. This publication examines factors constraining investments and inclusive economic growth, identifies gaps between policies and their implementation, and discusses options to overcome them.

An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, NGOs, civil society, international organizations and donors are among the stakeholders interested in better performance. As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programs, and projects. This Handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. These steps begin with a OC Readiness AssessmentOCO and take the practitioner through the design, management, and importantly, the sustainability of such systems. The Handbook describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way."

UNDP has been present in Cameroon since 10 September 1972. Since 2008, UNDP has implemented interventions in two programme cycles, 2008-2012 and 2013-2017. UNDP Cameroon has been selected for an ADR since its country programme will end in 2017. The ADR will be conducted in 2016 to feed into the development of the new country programme.

The second edition of the Impact Evaluation in Practice handbook is a comprehensive and accessible introduction to impact evaluation for policy makers and development practitioners. First published in 2011, it has been used widely across the development and academic communities. Case studies illustrate different applications of impact evaluations. The book links to complementary instructional material available online, including an applied case as well as questions and answers. The updated second edition will be a valuable resource for the international development community, universities, and policy makers looking to build better evidence around what works in development.

The Independent Evaluation Office (IEO) of the United Nations Development Program (UNDP) conducts country evaluations called “Assessments of Development Results (ADRs)” to capture and demonstrate evaluative evidence of UNDP’s contributions to development results at the country level, as well as the effectiveness of UNDP’s strategy in facilitating and leveraging national effort for achieving development results. This is the first ADR for Equatorial Guinea, and will be conducted in 2016 towards the end of the current UNDP programme cycle of 2013-2017, with a view to contributing to the preparation of UNDP’s new programme starting from 2018, which is guided by the forthcoming United Nations Development Assistance Framework (UNDAF) for Equatorial Guinea starting in the same year.
