This atlas provides a macro-regional overview of the areas that surround the European Union, from the Sahara to the Middle East, Western Balkans to European Russia, Turkey to the Arctic. Detailing key socio-economic data as well as developmental trends, the maps provide a comprehensive territorial analysis at a local scale and explore the potential for regional integration and cooperation.These pioneering maps examine challenges that threaten this wide, yet inter-connected, region, including environmental concerns in the North, political unrest in the East, social factors in the Western Balkans, and the upheaval in the Mediterranean since the Arab spring. Coverage investigates such key countries and areas as Libya, Israel, Palestine, Syria, and the Ukraine as well as explores such essential issues as Europe’s energy procurement. On the world map, macro-regions or global regions have gradually emerged, with varying degrees of success and following different trajectories. The authors of this book attempt to determine whether, within the context of globalization, these macro-regions have become an additional level in the spatial deployment of numerous actors, and whether they have come to stand between the national and global levels. This question has arisen because the increasing scales of trade, environmental problems, migration routes, energy distribution, the construction of major infrastructures etc. transcend national boundaries and are leading states to implement macro-regional cooperation. The authors ask whether these large regional groupings are becoming genuine territories and are the fruit of in-depth regional integration – economic, institutional, legal, normative, political, cultural and in terms of identity. If so, these global regions would therefore become referents that make sense and take root in social representations.

The breakup of the Soviet Union led to the creation of new states and territorial conflicts of different levels of intensity. Scrutinising the post‐Soviet period, this volume offers explanations for both the frequency and the intensity of crises in the region. This book argues that the societies which emerged in the post-Soviet space share characteristic features, and that the instability and conflict-prone nature of the Soviet Union’s successor states can be explained by analysing the post-independence history of the region and linking it to the emergence of overlapping economic, political and violent crises (called 'Intersecting Crises Phenomena’). Transformation itself is shown to be a decisive process and, while acknowledging specific national and regional characteristics and differences, the authors demonstrate its shared impact. This comparison across countries and over time presents patterns of crisis and crisis management common to all the successor states. It disentangles the process, highlighting the multifaceted features of post-Soviet crises and draws upon the concept of crisis to determine the tipping points of post-Soviet development. Especially useful for scholars and students dealing with the Soviet successor states, this book should also prove interesting to those researching in the fields of communist and post‐communist Studies, Eurasian politics, international relations and peace and conflict studies.

Over the past decade the European Union (EU) has gradually developed the European Neighbourhood Policy (ENP) with its neighbours. At the same time, the ‘neighbours of the EU’s neighbours’ have presented new challenges. This book addresses the EU’s broader neighbourhood, comprising of the ENP countries and the neighbours of its neighbours. With specific focus on Saharan Africa, the Middle East and Central Asia, it discusses trans-regional policy issues that arise from the EU’s relations with regions beyond the ENP. Based on an interdisciplinary, policy-oriented approach, this volume explores major political, legal, security and socio-economic challenges and identifies opportunities for cooperation across the EU’s broader neighbourhood. The European Neighbourhood Policy (ENP) has evolved into one of the European Union's major foreign policy instruments and received considerable attention. However, other EU neighbourhood policies, and their relevance for the ENP, also require examination. The Arab uprisings, civil wars in Libya and Syria, the continuing Israeli-Palestinian conflict, the crisis in Ukraine and Russia's annexation of the Crimean peninsula have all brought the institutional design and tools of the ENP into question and a comparative perspective is crucial to understand EU neighbourhood policies in a wider sense. This timely book puts the ENP into context by exploring the major challenges and key lessons of the EU's other policy frameworks with neighbouring countries. Mapping the EU's bi-lateral and multilateral neighbourhood relations in comparison to the ENP and investigating the major challenges faced, it provides a comprehensive, up-to-date view of the EU's relations with its neighbours. In a multipolar world with growing demand for energy, not least by Emerging Powers such as Brazil, India, China or South Africa (BICS), questions of EU external energy governance would at first hand appear to be a high-priority. Yet, reality tells a different story: the EU’s geographical focus remains on adjacent countries in the European neighbourhood and on issues related to energy security. Despite being Strategic Partners and engaging in energy dialogues, it seems that the EU is lacking strategic vision and is not perceived as a major actor in energy cooperation with the BICS. Thus, political momentum for energy cooperation and joint governance of scarce resources is vanishing. Resulting from three years of international, interdisciplinary research cooperation among academics and practitioners in Europe and the BICS countries within a project funded by the Volkswagen Foundation, this volume addresses one of the greatest global challenges. Specific focus lies on the bilateral energy dialogues and Strategic Partnerships between the EU and Emerging Powers regarding bilateral, inter- and transnational energy cooperation. Furthermore, the analysis provides policy recommendations in order to tap the full potential of energy cooperation between the EU and Brazil, India, China and South Africa.
