The Balanced Score Card (BSC) is one of the most popular public service reform initiatives in Ethiopia that tries to translate a company's strategic direction and objectives into actionable initiatives and measurements. The major findings of the study reveal that employees understanding on the vision and strategic objectives and employees positive perception regards to BSC initiative relevance is a good opportunity for ERC. Whereas, lack of committed management and employee, manpower skill gap and lack of training, ineffective communication with employees, lack of monitoring and evaluation system are the variables that are statistically significant and have influence on balanced scorecard reform implementation at the Corporation. Therefore, it is recommended that ERC should strength the commitment of management and employee by providing adequate and continuous refreshment training on the concept of Balanced Scorecard.

Research Paper (postgraduate) from the year 2019 in the subject Business economics - Business Management, Corporate Governance, grade: 3.68, language: English, abstract: The Balanced Score Card (BSC) is one of the most popular Public service reform initiatives in Ethiopia that tries to translate a company's strategic direction and objectives into actionable initiatives and measurements. The major purpose of this study was to assess the status and challenges faced while implementing the balanced scorecard reform initiative in ERC. Descriptive method of research with a mixed approach of qualitative and quantitative theme was applied. Out of the non-probability sampling purposive sampling has been used. Relevant data for the study was collected using questionnaire and semi structured interview and 81 questionnaires (30% from the total population of 270) were distributed, from this 79 (97.5%) were collected. Then, data collected through questionnaires were analyzed using SPSS Version 24 software and presented by table, bar graph and pie chart. Interview and document analysis were also made to complement the information obtained. The major findings of the study revealed that employees understanding on the vision and strategic objectives and employees positive perception regards to BSC initiative relevance is a good opportunity for ERC. whereas, lack of committed management and employee, manpower skill gap and lack of training, ineffective communication with employees, lack of monitoring and evaluation system are the variables that are statistically significant and have influence on balanced scorecard reform implementation at the Corporation. Currently, there are 16 private commercial banks working in the country, some of which are celebrating their 20 years' anniversaries. To represent all the 16 private banks, the researcher grouped them in two categories. Wegagen Bank, United Bank and Bank of Abyssinia has been selected from the earliest established commercial banks and Abay Bank, Buna international Bank and Berhan Bank were selected from the lately established banks in simple random sampling method with a total number of 51 employees working risk management area from the selected 6 commercial banks. The data were collected through questionnaire and face to face interview. The questionnaires were distributed to all risk management department staff of each selected commercial banks. The interviews were made with NBE’s bank supervision department and directors as well as managers and directors of commercial banks. 51 questionnaires were distributed, properly filled and fully returned to the researcher. The finding of the research reveals that, the major challenge faced by commercial banks are weak ton at the top, absence of qualified staff, absence of advanced risk management technology and lower management attention and the recommendations were, Banks should have an enterprise risk management committee at management level, Banks should conduct workshops or panel discussion to identify enterprise level risks in each activity and Banks should have comprehensive risk register and database to run their business with smooth operations and absence of interruption.

In 1996, the Ethiopian government introduced the Civil Service Reform Program (CSRP) to disentangle the intricacies of the old bureaucratic system, and to build a fair, responsible, efficient, ethical and transparent civil service that accelerates and sustains the economic development of the country. However, lack of competent personnel, prevalence of attitudinal problems and absence of a strong institutional framework constrained the success of the reform. To reinvigorate the CSRP, the Ethiopian government has been implementing BPR in public organizations since 2004. In this regard, there are claims and counter-claims on the effectiveness of BPR implementation in improving the performance of public organizations. Motivated by such claims, this research has assessed the design, challenges, implementation and outcome of BPR in four public organizations using questionnaires, interviews, observations and review of secondary sources.
