This report shares an analysis of the effects of natural and man-made shocks in the agri-food system of Bangladesh. It analyses the results of a field assessment conducted in April and May 2021. The Food and Agriculture Organization of the United Nations (FAO) is implementing a project to contribute to data collection and analysis linked to shocks affecting agricultural livelihoods and food security, in order to inform evidence-based programming in selected countries. The objective is to assess the effects of these shocks on the agri-food system, which includes crops, livestock and fishing, food supply, livelihoods and food security of rural populations. Information is collected from primary sources of the production process: producer households, traders or marketers, inputs suppliers, extension officers and other key informants.

This book draws examples from food security issues in Bangladesh. The book is structured around those issues and underlying causes of food security, the implications from different sectors, policy analysis, and the role and actions of various stakeholders from different sectors to ensure food security. Bangladesh is situated in a climatically vulnerable position and is impacted frequently by such climatic hazards as floods, cyclones, droughts, and salinity intrusion. The COVID-19 pandemic compelled the Government of Bangladesh to impose policy measures to stop the spread of the virus. These efforts were critical for public health, but have led to serious disruptions in the economy and livelihoods. To document the experiences of Bangladeshi households during this time, the International Food Policy Research Institute (IFPRI) and Cornell University conducted two rounds of socioeconomic phone surveys in rural areas of Bangladesh in June 2020 and in January 2021, and benchmarked them against data from in-person interviews carried out on the same households in 2019. Together, these surveys have tracked the experiences of Bangladeshi households in terms of unemployment, income loss, food insecurity, and coping mechanisms during the COVID-19 pandemic.

Agricultural development through crop diversification, irrigation, high yielding crop varieties, and public investments in infrastructure has improved food security and its seasonal dimension worldwide in recent years. Consequently, the severity of seasonal hunger caused by agricultural crop cycles has lessened substantially. Yet in agricultural pockets scattered throughout Sub-Saharan Africa and Asia, seasonal hunger persists, especially among the rural poor, owing primarily to idiosyncratic shocks caused by agricultural seasonality. More than four-fifths of the world's poor live in rural areas and depend on agriculture for livelihoods. Because of seasonal income shocks, the poor who are generally poor are likely to be even poorer during a particular agricultural season, while those who are not poor year-round may also be so during that season. Also, seasonal hunger may lead to endemic poverty if its adverse effects on income and consumption are irreversible. Policies aimed at reducing overall poverty often disregard its seasonal dimension, because standard poverty statistics do not consider seasonal hunger in the official data collection and analysis, there is no direct way to determine how many of the “bottom billion,” as economist Paul Collier refers to the world's poorest people, suffer from seasonal hunger. Even worse, regions prone to severe seasonal hunger are unlikely to attract the public investments required to raise the local economy's resilience through income diversification and thus break the seasonal-poverty cycle. The book provides an exhaustive inquiry of Bangladesh's seasonal hunger with special reference to the North West region. The seasonality of poverty and food deprivation is a common feature of rural livelihood but it is more marked in the north-west region of Bangladesh. The book also presents an evaluation of several policy interventions launched recently in mitigating seasonality, which provide a test case of what works and what does not in combating seasonal hunger. The major findings of the book are the following: (a) Policies to improve food security should explicitly take into account the seasonal dimension of food deprivation. (b) Gains from initiatives to combat seasonal hunger should be monitored and consolidated to ensure sustainable impacts. (c) Policies should also focus on areas that, owing to environmental degradation and climate change, are increasingly vulnerable to seasonal hunger and food insecurity in general.

Managing climate variability and change remains a key development and food security issue in Bangladesh. Second, country-specific survey and biophysical data is used to derive more realistic and accurate agricultural impact functions and simulations. Third, while estimating changes in production is important, economic responses may to some degree buffer against the physical losses predicted, and an assessment is made of these. Food security is dependent not only on production, but also future food requirements, income levels and commodity prices. Finally, adaptation possibilities are identified for the sector. This book is the first to combine these multiple disciplines and analytical procedures to comprehensively address these impacts. Securing Food for All in Bangladesh presents an array of research that collectively address four broad issues: (1) agricultural technology adoption; (2) input use and agricultural productivity; (3) food security and output market; and (4) poverty, food security, and women’s empowerment. The fifteen chapters of the book address diverse aspects within these four themes. Access to sufficient food by all people at all times to meet their dietary needs is a matter of critical importance. Despite declining arable agricultural land, Bangladesh has made commendable progress in boosting domestic food production. The growth in overall food production has been keeping ahead of population growth, resulting in higher per capita availability of food over time. In the early 1970s, Bangladesh was a food-deficit country with a population of about 75 million. Today, the population is 165 million, and the country is now self-sufficient in rice production, which has tripled over the past three decades. Along with enhanced food production, increased income has improved people’s access to food. Furthermore, nutritional outcomes have improved significantly. Nevertheless, the challenges to food and nutrition security remain formidable. Future agricultural growth and food and nutrition security are threatened by population growth, worsening soil fertility, diminishing access to land and other scarce natural resources, increasing vulnerability of crop varieties to pests and diseases, and persistent poverty leading to poor access to food. In addition, the impacts of climate change—an increase in the incidence of natural disasters, sea intrusion, and salinity—will exacerbate food and nutrition insecurity in the coming decades if corrective measures are not taken. Aligned with this context, the authors of the book explore policy options and strategies for developing agriculture and improving food security in Bangladesh.
