Becoming Europeans

An almost universal point of agreement in contemporary political science is that 'institutions matter'. But the governing institutions of the European Union are widely presumed to matter more than most. A commonplace assumption about the EU is that those working within European institutions are subject to a pervasive tendency to become socialized into progressively more pro-integration attitudes and behaviours. The assumption has been integral to many accounts of European integration, and is also central to how scholars study individual EU institutions. However, the theoretical and empirical adequacy of this assumption has never been properly investigated. A serious study of whether political actors in the EU do tend to 'go native' or not - and why - is long overdue. This study examines this question in the context of an increasingly important EU institution, the European Parliament. The book integrates new theoretical arguments with a substantial amount of original empirical research. It develops a coherent understanding, based on simple rationalist principles, of when and why institutional socialization is effective. This theoretical argument explains the main empirical findings of the book. Drawing on several sources of evidence on MEPs' attitudes and behaviour, and deploying advanced empirical techniques, the empirical analysis shows the commonplace assumption about EU institutions to be false. European Parliamentarians do not become more pro-integration as they are socialized into the institution. The findings of the study generate some highly important conclusions. They indicate that institutional socialization of political elites should be given a much more limited and conditional role in understanding European integration than it is accorded in many accounts. They suggest that MEPs remain largely national politicians in their attitudes, loyalties, and much of their activities, and that traditional classifications of the European Parliament as a 'supra-national' institution are misleading. Finally, the study offers broader lessons about the circumstances in which institutions effectively socialize those working within them.

Thematic emphases in this text include the contacts between European women and those outside European frontiers, sexuality and its importance for the construction of gender over the centuries, and the role of women in the great events and movements in European history and the impact of such events on them.

This book weaves together perspectives drawn from critical international relations, anthropology and social theory in order to understand the Polish and Baltic post-Cold War politics of becoming European. Approaching the study of Europe’s eastern enlargement through a post-colonial critique, author Maria Mälksoo makes a convincing case for a rethinking of European identity. Drawing on the theorist Edward Said, she contends that studies of the European Union are marked by a prevailing Orientalism, rarely asking who has traditionally been able to define European identity, and whether this identity should be presented as an historical process rather than a static category. The central argument of this book is that the historical experience of being framed as simultaneously in Europe - and yet not quite in Europe – informs the current self-understandings and security imaginaries of Poland and the Baltic States. Exploring this existential condition of ‘liminal Europeaness’ among foreign and security policy-making elites, the book considers its effects on key security policy issues, including relations with Western Europe, Russia and the United States. Supported by solid empirical analyses, this book provides an innovative and interdisciplinary approach to the post-Cold War predicament of Poland and the Baltic States. This open access book examines the modern role of the European School system within the European Union, at a time when the global economy demands a new vision for contemporary education. The European schools are currently in a state of crisis: their 60-year-old tradition of bilingual and multilingual education is being strained by rapid EU expansion and the removal of English speaking teachers as a result of Brexit. Their tried and tested model of mathematics and science education has rapidly been overtaken by new developments in pedagogy and assessment research, while recruitment and retention of students and teachers has become increasingly fraught as European member states review what they are, and what they are not, prepared to fund. The authors draw on original and empirical research to assess the European Schools’ place in a new Europe where the entire post-war European Project is potentially at risk. Social movement scholars have become increasingly interested in the role of stories in contentious politics. Stories may facilitate the mobilization of activists and strengthen the resonance of their claims within public discourse and institutional politics. This book explores the role of narratives in building collective identity – a vital element in activists’ continued commitment. While often claimed important, the connection between narratives and movement identity remains understudied. Drawing on a rich pool of original data, the book’s analysis focusses on the Global Justice Movement (GJM), a movement known for its diversity of political perspectives. Based on a comparison of different national constellations of the GJM in Europe, the book demonstrates the centrality of activists’ narratives in forming and maintaining movement identity and in making the GJM more enduring.
