Becoming Jihadis

Why does someone join an extremist group? What are the pathways via which individuals join such groups? How does one show commitment to an extremist group? Why does someone participate in acts of terrorism? Drawing on 175 interviews with current and former members of Islamist extremist groups in Indonesia and the Philippines, Becoming Jihadis: Radicalization and Commitment in Southeast Asia answers these questions by exploring the socio-emotional underpinnings of joining an extremist group. This book argues that social ties play a critical role at every juncture in the joining process, from initial engagement to commitment to participation in jihad experiences, paramilitary training, and terrorism. It unpacks the process by which members build a sense of community, connection, solidarity, and brotherhood; how they come to trust and love one another; and how ideology functions as a binding agent, not a cause. Becoming Jihadis draws its conclusions from broad patterns data based on nearly a decade of iterated interviews with current and former members of Islamist extremist groups between 2010 and 2019, as well as partial life histories detailing the journeys of men and women who joined Indonesian and Filipino extremist groups. This book makes a unique contribution to the literature on terrorism and radicalization for students, practitioners, and policymakers.

The recruitment of ISIS terrorists may have begun as an extremist crusade in Iraq, but it has quickly become a global phenomenon that is taking hold of people from diverse backgrounds, cultures, and belief systems. The iconic image of a terrorist as an old, angry, middle-eastern man is long gone. It has since been replaced by young men and women of all races and religious upbringings, in tactical gear and ski masks, carrying heavy artillery. From the outside looking into the Islamic State, most people see these men and women as nothing more than evil terrorists with a psychotic penchant for violence. Internally, they perceive themselves as freedom fighters or mujahedeen, who violate the laws of men to protect their community according to the will of Allah. Ultimately, neither of these perceptions are based in reality. While some experts claim that terrorist recruitment is completely random, criminologist Kimberly Mehlman-Orozco has identified clear patterns which can be used to explain how regular people are being conscripted into terrorism. In Britain alone, several thousand young Muslims are thought to be part of violent extremist networks. How did they become involved? What are the mechanisms and dynamics through which European Muslims join al-Qaeda and groups inspired by al-Qaeda? This paper explains the processes whereby European Muslims are recruited into the Islamist militant movement. It reveals that although overt recruitment has been driven underground, prisons and other ‘places of vulnerability’ are increasingly important alternatives. It explores the recruitment roles of radical imams, gateway organisations and activists, and highlights the kinds of message that facilitate the recruitment process. It also shows how the Internet has come to play an increasingly significant role. Neumann argues that there is little evidence of systematic, top-down jihadist recruitment in Europe. Rather, the activist leaders of cells increasingly drive the process. The paper explores possible options for European governments wishing to disrupt violent extremist networks, recognising that it will also be necessary to address some of the underlying risk factors that fuel jihadist recruitment. Ultimately, the major challenge for European states lies in constructing more inclusive societies in which the narratives of exclusion and grievance will not resonate to the benefit of recruiters to the extremist cause.
