This book addresses the key questions about postcommunist Belarus, and comes to the optimistic conclusion that Belarus will survive into the twenty-first century, but as a Eurasian, rather than a European state.

Spring Shoots introduces individually the early work of two score young Belarusian poets, all of whom began writing after the start of the present regime. This is the first such survey in any language, including Belarusian. All poetic illustrations are cited in the original and accompanied by English prose translations. The poets’ work is presented in eight loosely thematic groups: the historical heritage, religion, protest at alienation and repression, use and defence of the language, the lyrical impulse, humour, performance poetry and the theme of writing itself and poetic inspiration. Also very important in these poems are the joys and tribulations of love. By using the Belarusian language, the poets are helping to save it from decades of erosion and official devaluation, so that their discussion of it is often poignant, particularly as language is a central part of the also suppressed historical heritage. Other types of verse such as humorous, lyrical or that for performance, are less central to the Belarusian situation, but the angry and bitter protest poems serve as perhaps a release valve, as small editions of poems are far less conspicuous than the expression of such feelings on the street, which always meets bitter reprisals.

Living the High Life in Minsk looks at the sources of stability and instability in post-Soviet authoritarian states through the case study of President Lukashenka’s firm hold on power in Belarus. In particular, it seeks to understand the role of energy relations, policies, and discourses in the maintenance of this power. The central empirical question Balmaceda seeks to answer is what has been the role of energy policies in the maintenance of Lukashenka’s power in Belarus? In particular, it analyzes the role of energy policies in the management of Lukashenka’s relationship with three constituencies crucial to his hold on power: Russian actors, the Belarusian nomenklatura, and the Belarusian electorate. In terms of foreign relations, the book focuses on the factors explaining Lukashenka’s ability to project Belarus’ power in its relationship with Russia in such a way as to compensate for its objective high level of dependency, assuring high levels of energy subsidies and rents continuing well beyond the initial worsening of the relationship in c. 2004. In terms of domestic relations, Balmaceda examines Lukashenka’s specific use of those energy rents in such a way as to assure the continuing support of both the Belarusian nomenklatura and the Belarusian electorate.

This book analyses the presidentialization of parties in three countries of the post-Soviet space - Russia, Belarus and Kazakhstan - and the role of this phenomenon in their recent political history. The concept of presidentialization of politics means that parties tend to adjust by becoming ‘presidentialised’ in the sense that parties delegate their leaders-as- Presidents to shape both their electoral and governing strategies. The presidentialization of parties refers to institutional resources, constraints and opportunities. It can be also described both as centralization of leadership and a style of government, overlapping with that of personalization of politics that it consists of personal characteristics, attitudes, personal capital and charisma in making politics, instead. Since their introduction, the concept of presidentialization have been mostly analysed within the Western or other democratic countries. Very little attention, however, has been paid to the phenomenon presidentialization of political parties in non-democratic countries or in countries with a transitional form of government . This volume enhances our theoretical understanding of the political role of the Presidents of Russia, Kazakhstan and Belarus in controlling the legislative space and elected officials.
