First published in 1985, Between Centre and Locality provides the detailed accounts of the relations between central and local government in Britain since 1970s. The confrontation of centre and locality has been a constant theme of political debate and legislative action since Mrs Thatcher came to power. It discusses range of policy issues including education, the police, housing, race relations and finance. In addition, theoretical chapters are included which set the empirical studies in the broader context of theories of the State and of policy making. The chapters have each been written by an acknowledged authority on the particular subject and are based upon extensive research. The book will be of interest not only to academics in a number of fields but also to politicians, officers, and civil servants in central and local government.

With The Growing Pace Of Urbani¬Zation And The Continuing Accent On Democratic Decentralisation, The Local Authorities Have Assumed Their Impor¬Tance And They Can Be Assigned A Useful And Effective Role In Implemen¬Ting Local Development Programmes. But Finance Is The Key Determining Factor And This Is What The Author Has Sought To Study About. The Author Has Examined Some Very Controversial Issues Relating To Devolution Of Resour¬Ces In Depth. The General Apathy Of The Higher Level Of Governments In Giving Grants And Loans To The Lower Level Of Governments Has Also Been Verified. The Author Contends That The Rate Of Growth Of Economic Develop¬Ment Can Be Accelerated If Local Governments Are Associated With The Planning Process And Has Suggested The Ways In Which Federal Fiscal Devo¬Lution Can Help To Achieve The Broader Economic And Social Objectives. Credit Goes To The Author In Examining Urban Local Finance Rather Neglected In The Study Of Government Finances Which Now Seeks To Concentrate On The Finances Of Union And State Govern¬Ments Only.

Published in 1999. Originally published in 1981, Control and Power in Central-Local Government Relations set out to provide a re-interpretation of central-local relations in Britain. The book reviewed the (then) existing literature; redefined the subject of intergovernmental relations (IGR); and developed a theory linking IGR to broader issues in the study of British Government. It rapidly became a classic in the study of local government. The link to broader issues what achieved through the power-dependence model and the focus on policy communities. The book underpinned the vast growth in the study of policy networks in British government. This revised edition includes four new chapters, two of which have been specially written. The new Preface traces the fortunes of the power-dependence model, commenting on and updating the individual chapters. A new part II continues the story. It contains a 1986 essay reviewing criticism of the original model (chapter 6); a 1992 article discussing unresolved issues in the study of policy networks (chapter 7); and a new chapter assessing where we are now in the study of networks. It argues, provocatively, for an ethnographic focus on traditions and narratives; on how individuals construct networks. The book remains essential reading for all students and academics concerned with the study of IGR and policy networks.

This book discusses the basic theories and structures employed in handling the Central-SAR relationship under the “One Country, Two Systems” policy from the perspective of ruling by law. It also explores the fundamental principles and methods used in the division of powers between the central authorities and the SARs, and investigates the institutions responsible for handling the Central-SAR relationship and their practices. Further, it presents case studies since 1997 to help readers better understand the Central-SAR relationship. Lastly, the author raises some new questions for readers who want to further study this topic.

This book examines the connection between central-local government relations and the transition of contemporary China, the urbanization process and social development. Based on empirical investigations and theoretical research, it argues that this is the key to understanding the transition of central-local government relations from the overall fiscal rationing system in the 1980s and the tax distribution system in the 1990s. The former system provided the incentive for local government to “set up a number of enterprises” and resulted in rapid local industrialization, while the latter system enabled the local governments to move from “operating the enterprises” to “operating the land and cities”. The book analyzes two aspects of the profound impact of the change in central-local government relations on the behavior of local governments: land quota acquisition and urbanization, thus providing valuable insights into the economic and social development of contemporary China.

"This book is a must-read for researchers interested in extensional tectonics in general and the Neogene tectonics of the Basin and Range in particular, because it challenges, on the basis of more than 50 years of field studies, the existing paradigm of province-wide uniformly large extension and replaces it with a model integrating extension with extension-normal shortening-both as primary strains. The first chapter takes the reader on two journeys southwestward from central Utah through the Lake Mead area: the first to emphasize the lack of uniformly distributed or integrated extension and the second to highlight left-lateral shear at 13 localities along the east margin of the Basin and Range that is kinematically compatible with right-lateral shear along the west margin. The compatibility provides a basis for understanding the extreme Neogene tectonics of the Lake Mead area. The second chapter summarizes multifaceted field evidence from the well-studied eastern Lake Mead area as a focused example of the need for a complete revision of the extensional paradigm." -- Publisher's description.
