Beyond Fragmentation And Interconnectivity

The public sector may be considered as a highly fragmented and at the same time enormously interconnected system. Resources are dispersed among a huge variety of actors and entities and these affect each other in many unexpected ways. This book analyses the apparently paradoxical occurrence of simultaneous fragmentation and interconnectivity within the public domain and reflects on its consequences for public governance and management. It discusses and assesses strategies to create connective capacities from different policy domains and countries and offers new insights in the complexity of public governance. About the Editors: Menno Fenger is associate professor in public administration at Erasmus University Rotterdam. He has published widely on issues of public governance and implementation, specifically in the area of social policies. Victor Bekkers is professor of public administration at Erasmus University Rotterdam and academic director of the Center for Public Innovation. He specializes in the impact of information and communication technology, including social media, on public governance. He is the author of numerous books and articles on this topic.

This open access book offers a critical perspective on intra-European mobility and migration by using new empirical data and theoretical discussions. It develops a theoretical and empirical analysis of the consequences of intra-European movement for sending and receiving urban regions in The Netherlands, Sweden, Austria, Turkey, Poland and Czech Republic. The book conceptualizes Central and Eastern European (CEE) migration by distinguishing between different types of CEE migrants and consequences. This involves a mapping of migration corridors within Europe, a unique empirical analysis of consequences for urban regions, and an analysis of governance responses. Next to the European and country perspectives on this phenomenon, the book focuses on the local perspective of urban regions where most mobile citizens settle (either permanently or temporarily). This way the book puts the analysis of intra-European movement in the perspective of broader theoretical debates in migration studies and beyond.

Understanding the politics of security in city-regions is increasingly important for the study of contemporary policing. This book argues that national and international governing arrangements are being outflanked by various transnational threats, including the cross-border terrorism of the attacks on Paris in 2015 and Brussels in 2016; trafficking in people, narcotics and armaments; cybercrime; the deregulation of global financial services; and environmental crime. Metropolises are the focal points of the transnational networks through which policing problems are exported and imported across national borders, as they provide much of the demand for illicit markets and are the principal engines generating other policing challenges including political protest and civil unrest. This edited collection examines whether and how governing arrangements rooted in older systems of national sovereignty are adapting to these transnational challenges, and considers problems of and for policing in city-regions in the European Union and its single market. Bringing together experts from across the continent, Policing European Metropolises develops a sociology of urban policing in Europe and a unique methodology for comparing the experiences of different metropolises in the same country. This book will be of value to police researchers in Europe and abroad, as well as postgraduate students with an interest in policing and urban policy.

Rectifying the fact that little criminological attention has been paid to the notion that the security of flows increasingly embodies concerns at the heart of contemporary policing practices, this book makes a significant contribution to knowledge about the policing and security governance of flows. The book focuses on how the growing centrality of flows affects both contemporary 'risks' and the policing organisations in charge of managing them. The contributors analyse flows such as event security; border controls and migration; the movement of animal parts; security-related intelligence; and organisational flows. The emerging criminology of these, as well as flows of money, information and numerous commodities, from pharmaceuticals to minerals or malicious software, is leading to critical advances in the understanding of the changing harm landscapes and the practices that have developed to manage them. Taken as a whole, the book opens up the conversation, and encourages the invention of new conceptual, theoretical and methodological tools to help criminology tackle and better understand the mobile world in which we live. This volume of the Journal of Police Studies reflects on theoretical developments concerning police. The book is focused on a paper by Jack R. The paper was the outcome of a seminar organized at Ghent University in the framework of the working group on policing of the European Society of Criminology (ESC), held in September 2010. Greene's contribution refers to original background papers which were published earlier. Ports are the vital hubs of the maritime transport industry, and crucial to the flow of global trade. The protection of this global supply chain from crime and terrorism is a fundamental objective of port security, and is a landscape beset by new challenges and changes post 9/11. Building on multi-sited ethnographic fieldwork in two major European ports, Yarin Eski discusses how operational policing and security realities and identities are established, and examines how industrial commercialization has aggravated security issues. Policing, Port Security and Crime Control offers a compelling empirically balanced account of the attitudes and practices of port police officers and security officers, exploring the everyday realities and ambitions of these street-level professionals as they seek to (re)establish a meaningful occupational identity. In doing so, this book presents a criminological understanding of the way that security questions and procedures are integrated into the daily lives of those that protect the industrial port sites, where they themselves must interrupt the global supply chain in order to defend it.
