Bio Inspired Innovation And National Security

Despite the vital importance of the emerging area of biotechnology and its role in defense planning and policymaking, no definitive book has been written on the topic for the defense policymaker, the military student, and the private-sector bioscientist interested in the "emerging opportunities market" of national security. This edited volume is intended to help close this gap and provide the necessary backdrop for thinking strategically about biology in defense planning and policymaking. This volume is about applications of the biological sciences, here called "biologically inspired innovations," to the military. Rather than treating biology as a series of threats to be dealt with, such innovations generally approach the biological sciences as a set of opportunities for the military to gain strategic advantage over adversaries. These opportunities range from looking at everything from genes to brains, from enhancing human performance to creating renewable energy, from sensing the environment around us to harnessing its power.

Ever since man took to the battlefield, biology has played a significant role-both unintentionally and intentionally-in conflict. Prior to the discovery of the germ theory of disease, most combat deaths were the result of infections. And even before that understanding, biology was used in an offensive role. An early example was the Tatars' hurling of plague victims' bodies over the wall of the Crimean city of Kaffa in 1346, which probably helped spread the Black Death. Despite various treaties and protocols, offensive biological weapons use has continued to this day, with the anthrax attacks of 2001 being the most recent incident. Such activity has led to a strong defensive program, with medical science developing numerous countermeasures that have benefited both civilian and military populations. But that is the "old" biological warfare. Covert programs for the development of novel weapons will advance; likewise, the development of countermeasures will also continue. The present volume, however, does not address these issues. Rather, it reviews and analyzes current research and likely future developments in the life sciences and how they will significantly influence the biological material available to warfighters-not as weapons systems, but as augmentation to currently available equipment. This is the "new" face of biological warfare. The editors of this volume have assembled experts in research, warfighting, and defense policy to describe biological applications from the smallest to the largest scale. In addition, they show how thinking in biological terms can improve our procurement cycle and enhance our development time and costs. Finally, no description of biotechnology would be complete without a consideration of ethical and legal issues related to such research and development. This edited book is an important contribution to the literature and nicely captures a number of ongoing military basic science research projects with long-term implications for the Department of Defense. It does not purport to be an exhaustive accounting, but it is an excellent introduction for policymakers to garner an understanding of where biology is going to fit into 21st-century readiness and preparedness for our fighting force.

This book accessibly and expertly details the history and implications of the BWC—the Biological and Toxin Weapons Convention—a controversial arms control agreement drafted in the 1970’s meant to supplement the Geneva protocol for warfare from decades earlier. That treaty banned the use of biological weapons in modern warfare, but failed to ban their development, transport or trafficking, holes the BWC aimed to fill, but are still contested to this day. Daniel M. Gerstein, a former Army Colonel and current Under Secretary in the Department of Homeland Security, traces the origins of the treaty and its many complications, past and present, while prescribing a way for the world’s military leaders to move forward with regards to (what Gerstein sees will be and already is) “the most important arms control treaty of the 21st Century.” The strength and enforcement of the treaty are at a crossroads, and it is important for both professionals and students of the military and international affairs to know exactly what a failure to honor, improve and uphold the BWC would mean for international security.

Biological weapons have threatened U.S. national security since at least World War II. Historically, however, the U.S. military has neglected research, development, acquisition, and doctrine for biodefense. Following September 11 and the anthrax letters of 2001, the United States started spending billions of dollars per year on medical countermeasures and biological detection systems. But most of this funding now comes from the Department of Health and Human Services rather than the Department of Defense. Why has the U.S. military neglected biodefense and allowed civilian organizations to take the lead in defending the country against biological attacks? In American Biodefense, Frank L. Smith III addresses this puzzling and largely untold story about science, technology, and national security.Smith argues that organizational frames and stereotypes have caused both military neglect and the rise of civilian biodefense. In the armed services, influential ideas about kinetic warfare have undermined defense against biological warfare. The influence of these ideas on science and technology challenges the conventional wisdom that national security policy is driven by threats or bureaucratic interests. A framework for assessing the security risks of emerging dual-use technologies and devising tailored governance strategies is proposed and applied to contemporary case studies. Recent advances in disciplines such as biotechnology, nanotechnology, and neuropharmacology entail a “dual-use dilemma” because they promise benefits for human health and welfare yet pose the risk of misuse for hostile purposes. The emerging field of synthetic genomics, for example, can produce custom DNA molecules for life-saving drugs but also makes possible the creation of deadly viral agents for biological warfare or terrorism. The challenge for policymakers is to prevent the misuse of these new technologies without forgoing their benefits. The book presents a “decision framework” for assessing the security risks of emerging technologies and fashioning governance strategies to manage those risks. This framework is applied to fourteen contemporary case studies, including synthetic genomics, DNA shuffling and directed evolution, combinatorial chemistry, protein engineering, immunological modulation, and aerosol vaccines. The book also draws useful lessons from two historical cases: the development of the V-series nerve agents in Britain and the use and misuse of LSD by the U.S. Army and the CIA. Research and development in the emerging fields of biotechnology, including human enhancement and direct-effect genetic weapons, may very well change the nature of war and international politics.
