Biodiversity Offsets Between Regulation And Voluntary Commitment

We are witnessing an alarming, global biodiversity crisis with an ongoing loss of species and their habitats. In response, a number of tools and approaches – including some that are contested – are being explored and promoted. Biodiversity offsets are one such approach, and deserve critical examination since the debate surrounding them has often been oversimplified and lacking practical evidence. As such, this study presents a refined typology including seven types of biodiversity offsets and taking into account different contexts, governance arrangements and drivers. It draws on a detailed analysis of theoretical concepts to explain the voluntary implementation of biodiversity offsets using an internet-based (netnographic) research approach. Furthermore it builds on a broad global explorative base of 72 practical examples and presents in-depth case studies for each type. The results reveal a number of global tendencies that allow recommendations to be made for different locations, contexts and stakeholders. They also encourage the expansion of this research field to respond to the pressing needs of policy and practice.

This book deals with the new concept of biodiversity offsets. The aim of offsetting schemes is to achieve no let loss or even net gain of biodiversity. The global climate change problem has finally entered the world's consciousness. While efforts to find a solution have increased momentum, international attention has focused primarily on the industrial and energy sectors. The forest, and land-use sector, however, remains one of the most significant untapped opportunities for carbon mitigation. The expiration of the Kyoto Protocol's first commitment period in 2012 presents an opportunity for the international community to put this sector back on the agenda. This report examines six mechanisms that can be used to scale-up financing for biodiversity conservation and sustainable use and to help meet the 2011-20 Aichi Biodiversity Targets.

In recent years, especially with the approach of the 21st Session of the Conference of the Parties to the United Nations Framework Convention on Climate Change in Paris in late 2015, the number of publications, conferences and meetings on climate change has been growing exponentially. Yet uncertainties remain concerning rural tropical areas where models are forecasting the onset of multiple disorders and trends are unclear. Meanwhile, the impact of climate change on the poorest communities is regularly documented, often prompting alarmist reactions. How can food security be achieved while adapting to and mitigating climate change? What are the main threats to agriculture in developing countries? How do farmers in these countries cope with the threats? What does agricultural research propose? What options have yet to be investigated? A broad scope of scientific research is underway to address these challenges. Diverse solutions are available, including new agricultural practices, water management, agricultural waste recycling, diagnosis of emerging diseases, payment for ecosystem services, etc. Gaining insight into the financial and political mechanisms that underlie international climate negotiations is also essential to design practical ways to deal with climate issues and meet sustainable development requirements in collaboration with farmers. This book pools the wealth of experience of dozens of researchers and development officers from a range of disciplines. We have focused on making it detailed, accurate and hopefully easy to read for researchers, students and all other informed readers.

The world is in the midst of a biodiversity crisis, which existing conservation policies have failed to arrest. Policymakers, academics, and the general public are coming to recognise that much more ambitious conservation policies are in order. But biodiversity conservation raises major issues of global justice - even if the connection between conservation and global justice is too seldom made. The lion's share of conservation funding is spent in the global North, despite the fact that most biodiversity exists in the global South, and local people can often scarcely afford to make sacrifices in the interests of biodiversity conservation. Many responses to the biodiversity crisis threaten to exacerbate existing global injustices, to lock people into poverty, and to exploit the world's poor. At the extreme, policies aimed at protecting biodiversity have also been associated with exclusion, dispossession, and violence. The challenge this book grapples with is how biodiversity might be conserved without producing global injustice. It distinguishes policies which are likely to exacerbate global injustice, and policies which promise to reduce them. The struggle to formulate and implement just conservation policies is vital to our planet's future.

The challenge of building biodiversity business is not trivial. Biodiversity is still largely neglected by private finance. There is a need to develop new business models and market mechanisms for biodiversity conservation, and to persuade the public and policymakers that biodiversity (or component ecosystem services) can be conserved on a commercial basis. Based on extensive consultation and analysis, the authors of this new report conclude that there are numerous pro-biodiversity business opportunities that can generate positive financial returns as well as real biodiversity benefits.

This report examines the key design and implementation features that need to be considered to ensure that biodiversity offset programmes are environmentally effective, economically efficient, and distributionally equitable.
