Borderland Smuggling

Passamaquoddy Bay lies between Maine and New Brunswick at the mouth of the St. Croix River. Most of it (including Campobello Island) is within Canada, but the Maine town of Lubec lies at the bay's entrance. Rich in beaver pelts, fish, and timber, the area was a famous smuggling center after the American Revolution. Joshua Smith examines the reasons for smuggling in this area and how three conflicts in early republic history--the 1809 Flour War, the War of 1812, and the 1820 Plaster War--reveal smuggling's relationship to crime, borderlands, and the transition from mercantilism to capitalism. Smith astutely interprets smuggling as created and provoked by government efforts to maintain and regulate borders. In 1793 British and American negotiators framed a vague new boundary meant to demarcate the lingering British empire in North America (Canada) from the new American Republic. Officials insisted that an abstract line now divided local peoples on either side of Passamaquoddy Bay. Merely by persisting in trade across the newly demarcated national boundary, people violated the new laws. As smugglers, they defied both the British and American efforts to restrict and regulate commerce. Consequently, local resistance and national authorities engaged in a continuous battle for four decades. Smith treats the Passamaquoddy Bay smuggling as more than a local episode of antiquarian interest. Indeed, he crafts a local case study to illuminate a widespread phenomenon in early modern Europe and the Americas. Between 1920 and 1933 the issue of prohibition proved to be the greatest challenge to Canada-U.S. relations. When the United States adopted national prohibition in 1920—ironically, just as Canada was abandoning its own national and provincial experiments with prohibition—U.S. tourists and dollars promptly headed north and Canadian liquor went south. Despite repeated efforts, Americans were unable to secure Canadian assistance in enforcing American prohibition laws until 1930. Bootleggers and Borders explores the important but surprisingly overlooked Canada-U.S. relationship in the Pacific Northwest during Prohibition. Stephen T. Moore maintains that the reason Prohibition created such an intractable problem lies not with the relationship between Ottawa and Washington DC but with everyday operations experienced at the border level, where foreign relations are conducted according to different methods and rules and are informed by different assumptions, identities, and cultural values. Through an exploration of border relations in the Pacific Northwest, Bootleggers and Borders offers insight into not only the Canada-U.S. relationship but also the subtle but important differences in the tactics Canadians and Americans employed when confronted with similar problems. Ultimately, British Columbia’s method of addressing temperance provided the United States with a model that would become central to its abandonment and replacement of Prohibition.

Partitioned Lives: The Irish Borderlands explores everyday life and senses of identity and belonging along a contested border whose official functions and local impacts have shifted across the twentieth century. It does so through the accounts of contemporary borderland residents in Ireland and Northern Ireland who shared with us their reflections on and experiences of the border from the 1950s to the present day. Since the border is the product of the partition of the island and the creation of Northern Ireland, its meaning has been deeply entangled with the radically and often violently opposed perspectives on the legitimacy of Northern Ireland and the political reunification of the island. Yet the intensely political symbolism of the border has meant that relatively little attention has been paid to the lived experience of the border, its material presence in the landscape and in people’s lives, and its materialisation through the practices and policies of the states on either side. Drawing on recent approaches within historical, political and cultural geography and the cross-disciplinary field of border studies, this book redresses this neglect by exploring the Irish border in terms of its meanings (from the political to the personal) but also, and importantly, through the objects (from tables of custom regulations and travel permits to road blocks and military watch towers) and practices (from official efforts to regulate the movement of people and objects across it to the strategies and experiences of those subject to those state policies) through which it was effectively constituted. The focus is on the Irish border as practised, experienced and materially present in the borderlands.
