This book provides a critical examination of NATO’s evolving strategic and operational roles in the Western Balkans since the disintegration of Yugoslavia in 1991, with a particular focus on Bosnia, Kosovo and the former Yugoslav Republic of Macedonia, in both the conflict and post-conflict phases. While there is a myriad of literature available on the various conflicts that engulfed the former Yugoslavia after the collapse of communism, less has been written on NATO’s overall role in these conflicts. This text, therefore, fills the gap, offering a thematic study of NATO’s roles and duties in this region from the early 1990s to the present day. The ‘levels of analysis’ introduced by Mulchinock provide a new framework for examining NATO’s response to the Yugoslav wars of secession, focusing on the role of key NATO member states and the role of different NATO Secretaries-General, along with the impact of inter-institutional cooperation (and conflict) with other international organisations.

This book seeks to bridge the gap between academic, political and military thinking concerning the success and failure of peacekeeping operations and their termination. Exit strategies have recently gained attention in political, military, academic and public debates, due to the Western engagement in international and intrastate conflicts since the end of the Cold War. Yet, many of those debates took place separately. This volume, which is predominantly a joint product of academics and the military of the Faculty of Military Sciences of the Netherlands Defence Academy, shows new venues by bridging the putative political-military divide. Drawing on theory, empirics, and personal experiences the authors address exits at political, strategic, operational and tactical levels of current and past military missions and interventions, ranging from decolonisation wars to Afghanistan and Iraq. Although some of those conflicts are still ongoing, valid inferences can be drawn. An important one is that exit forms a problem for those who leave and for those who stay. While political and military objectives might not have been reached and many of those involved have the feeling that the job is still not yet done, the termination of the entire mission or transitions at operational level necessitate both departures and handovers-takeovers and are thereby characterised by discontinuities and continuities at the same time. It is these dynamics between unfulfilled end states and end dates that, in the end, lead to the dilemma of leaving. On 1 January 2006, soldiers from across Bosnia and Herzegovina gathered to mark the official formation of a unified army; and yet, little over a decade before, these men had been each other's adversaries during the vicious conflict which left the Balkan state divided and impoverished. Building a Multi-Ethnic Military in Post-Yugoslav Bosnia and Herzegovina offers the first analysis of the armed forces during times of peace-building in Bosnia and Herzegovina. This sophisticated study assesses Yugoslav efforts to build a multi-ethnic military during the socialist period, charts the developments of the armies that fought in the war, and offers a detailed account of the post-war international initiatives that led to the creation of the Armed Forces of Bosnia and Herzegovina. At this point, the military became the largest multi-ethnic institution in the country and was regarded as a model for the rest of Bosnian society to follow. As such, as Elliot Short adroitly contends, this multi-ethnic army became the most significant act in stabilising the country since the end of the Bosnian War. Drawing upon a wealth of primary sources – including interviews with leading diplomats and archival documents made available in English for the first time – this book explores the social and political role of the Bosnian military and in doing so provides fresh insight into the Yugoslav Wars, statehood and national identity, and peace-building in modern European history.

For over four years, Washington responded to war in Bosnia by handing the problem to the Europeans to resolve and substituting high-minded rhetoric for concerted action. Then, in the summer of 1995, the Clinton administration suddenly shifted course, deciding to assert the leadership that would prove necessary to end the war in Bosnia. This book—based on numerous interviews with key participants in the decisionmaking process and written by a former National Security Council aide—examines how the policy to end the war took shape.
