In 1930s Antwerp, having fled a pre war Poland with her family, Zoshia, a young Jewish girl, battles to survive intense persecution from the Nazis and bravely endangers her own life in order to help save others. During the war years, Grace, a young teenager, suffers severe personal abuse at the hands of her family in Lyme Regis, England and courageously tries to overcome the repercussions. As adults, both Zoshia and Grace face personal struggles as they try to recover from their traumatic experiences. There is a very simple and fundamental concept· to much of probability and statistics that can be conveyed using the following problem. PROBLEM. Assume a finite set (universe) of N units where A of the units have a particular attribute. The value of N is known while the value of A is unknown. If a proper subset (sample) of size n is selected randomly and a of the units in the subset are observed to have the particular attribute, what can be said about the unknown value of A? The problem is not new and almost anyone can describe several situations where a particular problem could be presented in this setting. Some recent references with different focuses include Cochran (1977); Williams (1978); Hajek (1981); Stuart (1984); Cassel, Samdal, and Wretman (1977); and Johnson and Kotz (1977). We focus on confidence interval estimation of A. Several methods for exact confidence interval estimation of A exist (Buonaccorsi, 1987, and Peskun, 1990), and this volume presents the theory and an extensive Table for one of them. One of the important contributions in Neyman (1934) is a discussion of the meaning of confidence interval estimation and its relationship with hypothesis testing which we will call the Neyman Approach. In Chapter 3 and following Neyman's Approach for simple random sampling (without replacement), we present an elementary development of exact confidence interval estimation of A as a response to the specific problem cited above.

What difference does a written constitution make to public policy? How have women workers fared in a nation bound by constitutional principles, compared with those not covered by formal, written guarantees of fair procedure or equitable outcome? To investigate these questions, Vivien Hart traces the evolution of minimum wage policies in the United States and Britain from their common origins in women's politics around 1900 to their divergent outcomes in our day. She argues, contrary to common wisdom, that the advantage has been with the American constitutional system rather than the British. Basing her analysis on primary research, Hart reconstructs legal strategies and policy decisions that revolved around the recognition of women as workers and the public definition of gender roles. Contrasting seismic shifts and expansion in American minimum wage policy with indifference and eventual abolition in Britain, she challenges preconceptions about the constraints of American constitutionalism versus British flexibility. Though constitutional requirements did block and frustrate women's attempts to gain fair wages, they also, as Hart demonstrates, created a terrain in the United States for principled debate about women, work, and the state--and a momentum for public policy--unparalleled in Britain. Hart's book should be of interest to policy, labor, women's, and legal historians, to political scientists, and to students of gender issues, law, and social policy.
