Building Climate Resilient Fisheries And Aquaculture In The Asia Pacific Region

Fisheries and aquaculture is a sector of special importance to food security, nutrition and livelihood in the Asia-Pacific Region, which can be significantly impacted by climate changes and related disaster risks. Effectively addressing climate change impacts and managing disaster risks in fisheries and aquaculture sector are vitally important to building resilience of the sector for sustained and greater contribution to Sustainable Development Goals (SDGs) related to ending hunger, poverty eradication and sustainable use of natural resources. FAO member countries in the region have been making good effort and significant progress in addressing climate change impacts and related disaster risks with support of international communities. A FAO regional consultative workshop was convened to bring together a wide range of players including country governments, regional organizations and other partners to share their knowledge and good practices in addressing climate change implications for fisheries and aquaculture in the region, to assess the progress made in addressing issues with marine capture fisheries, inland capture fisheries, coastal aquaculture and inland aquaculture in the context of climate change adaptation and mitigation in implementing the national plan of actions for addressing climate change in fisheries and aquaculture, and to recommend strategies for addressing institutional and capacity gaps in building climate-resilience fisheries and aquaculture industry in the region. The publication is the compilation of the workshop executive report, background technical papers, extended summary of presentations by representatives from participating government and FAO partners, and the workshop conclusions and recommendations.

The Food and Agriculture Organization of the United Nations (FAO) works towards ending hunger and poverty while using precious natural resources sustainably. The fisheries and aquaculture sector makes substantial contributions to food security, livelihoods and global trade. Global production of fish and other aquatic animals continued to grow and reached 179 million tonnes in 2018, and about 59.5 million people were engaged in the primary sector of capture fisheries and aquaculture. Fishery net exports generate significantly more revenue for developing countries than other agricultural commodities such as rice, coffee and tea. Millions of people are struggling to maintain reasonable livelihoods through the fisheries and aquaculture sector. These are the people who are the most vulnerable to the impacts of climate change. Climate change adds to the many threats and obstacles that already confront them in their day-to-day lives. Particular attention must be given to the most vulnerable if the sector is to continue to contribute to meeting global goals of poverty reduction and food security. This publication presents FAO’s work on climate change and fisheries and aquaculture. It includes examples of FAO’s support to countries so that they are better able to adapt to the impact of climate change in the fisheries and aquaculture sector. It also brings together FAO’s most up-to-date knowledge on climate change, including a portfolio of adaptation tools and measures used to support countries’ climate commitments and action plans.

The Asia-Pacific region is remarkably diverse and wide ranging, geographically, in its flora and fauna, culturally, institutionally and economically. The region includes the two most populous countries in the world, China and India, a greater part of the Asian continent, the Australian continent, and many small islands, mostly in the Pacific Ocean, which are some of the smallest island nations in the world. Fisheries and aquaculture are socio-economically important sectors to most nations in the Asia-Pacific region and most nations in the region have high rates of fish consumption, mostly sourced from aquaculture although the small island nations depend to a greater extent on capture fisheries. This review entails analyses of the aquaculture sector in Asia-Pacific including the status and trends, progress made in achieving sustainable development, salient challenges, issues and anticipated future development. Status and trends are based on data extracted from the FAO Fishery and Aquaculture Statistics (FAO, 2020a; FAO, 2020b), unless stated otherwise, and are mostly for the period from 2008 to 2018 and occasionally for the period from 1990 to 2018 for relevant historical comparison and longer-term contextual analyses.

This is the report of the Seventh Asia-Pacific Fishery Commission (APFIC) Regional Consultative Forum Meeting (RCFM) on Sustainable Development for Resilient Blue Growth of Fisheries and Aquaculture. The meeting was convened in Cebu, Philippines from 7 May to 9 May 2018 and was attended by 80 participants from 16 countries, together with representatives from ten regional and international partner organizations and projects. The key conclusions and recommendations endorsed by the Seventh RCFM are summarized as: (1) The RCFM recognized the great advances in the four thematic areas pertaining to sustainable and resilient fisheries and aquaculture for blue growth in the region; (2) There are a number of remaining and emerging challenges to the sustainability and resilience of fisheries and aquaculture sector; (3) There remains a great need in many countries for reinforced legal frameworks and guiding policies to ensure a human rights-based and environmentally friendly development of the region’s fisheries and aquaculture sectors in line with the Voluntary Guidelines for Securing Sustainable Small-scale Fisheries (SSF Guidelines) and the Code of Conduct for Responsible Fisheries (CCRF); and (4) More targeted disaster risk management and climate change strategies and technologies for the sector are needed in several countries. The RCFM considered the reviews of regional fisheries and aquaculture, presentations by member countries and regional organizations, reports of action plans of APFIC regional consultative workshops and the major issues outlined in the agenda and developed a report and recommendations to inform the Thirty-fifth APFIC Session.

FAO Fisheries and Aquaculture Circulars While many countries in the Asia-Pacific region have made commendable efforts to set up policies, as well as administrative, legal and regulatory frameworks to properly develop and manage aquaculture, some countries are still lagging behind. And in some of the countries that have made conducive policies, implementation is delayed by a lack of financial and skilled human resources. This issue must be addressed as a priority if the Asia-Pacific aquaculture sector is to continue to develop sustainably.

This report aims to accelerate climate change adaptation implementation in fisheries management throughout the world. It showcases how flexibility can be introduced in the fisheries management cycle in order to foster adaptation, strengthen the resilience of fisheries, reduce their vulnerability to climate change, and enable managers to respond in a timely manner to the projected changes in the dynamics of marine resources and ecosystems. The publication includes a set of good practices for climate-adaptive fisheries management that have proven their effectiveness and can be adapted to different contexts, providing a range of options for stakeholders including the fishing industry, fishery managers, policymakers and others involved in decision-making. These good practices were linked to one or more of the three common climate-related impacts on fisheries resources: distributional change; productivity change; and species composition change. Therefore, these three impacts can serve as practical entry points to guide decision-makers in identifying good practice adaptation measures suitable for their local contexts. These good practices are based upon transferable experiences and lessons learned from the thirteen case studies across the globe and hopefully will contribute to greater uptake and implementation of climate-adaptive fisheries management measures on the ground.

Climate change is one of the most critical social and environmental concerns and the biggest threat to economic stability in human history. Türkiye, Azerbaijan, and Central Asia countries, namely Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan, are vulnerable to the negative impacts of climate change. Although average forest cover is only 10.2 percent of these countries (FAO-SEC countries), they play an essential role in climate change mitigation and adaptation, including human well-being and biodiversity co-benefits. The NbS concept has gained attention since the late 2000s. Its practical contribution to global climate change mitigation and adaptation efforts has found significant implementation opportunities in forestry to support the protection and conservation, restoration and expansion, and sustainable management of forests under the impact of climate change.Globally, implementing NbSs to combat the negative impact of climate change on forestry is promoted by the United Nations Forum on Forests (UNFF), United Nations Framework Convention on Climate Change (UNFCCC), the Paris Agreement, United Nations Convention to Combat Desertification (UNCCD), Convention on Biological Diversity (CBD), The United Nations Human Settlements Programme (UN-Habitat), and the 2030 Agenda for Sustainable Development.Regionally, implementing NbSs to combat the negative impacts of climate change on forestry has been included in the forest policy initiatives of the countries in the sub-region recently. As a result, governments have implemented NbSs through national strategies and programs to address societal challenges by enhancing ecosystem services and promoting human well-being and biodiversity co-benefits. For example, Azerbaijan has implemented afforestation, reforestation, rehabilitation, and restoration activities in forest fund lands on an average of 9 727 hectares (ha) annually since 2000. Kazakhstan aims to save the Aral Sea basin from salinity and improve soil fertility through afforestation activities of saxaul species on 0.25 million ha, and the afforestation area in the Aral Sea will be extended by 1 million ha till 2025. Kyrgyzstan has planned a 1,000-ha annual plantation program to expand protected natural areas to 10 percent. Tajikistan implements 2,000 ha of annual plantation activities to increase the greenhouse gas (GHG) mitigation potential through participatory forestry sector development. Türkiye implemented afforestation, soil conservation, forest rehabilitation, pasture rehabilitation, private afforestation, artificial regeneration, and establishment of energy forests activities on 9.62 million ha from 1946 to 2022. Turkmenistan conducts afforestation activities with drought-resistant plant species and established the "Golden Century Lake" in the Karakum Desert to improve the climate conditions and conserve biodiversity. Drawing on case studies from across the Asia-Pacific region, the book highlights how fishing livelihoods are shaped by globalisation, social relationships and governance.
