Building Resilience Into Watersheds

The purpose of this Sourcebook is to provide advice on how to incorporate disaster risk reduction and resilience building into the watershed management process. As an increasingly heavier toll is exerted on agriculture and food systems by drought, floods, wildfires, and other extreme events, adopting risk reduction and management practices must become an integral part of watershed management. While the steps involved to incorporate resilience building are similar to those routinely carried out in integrated watershed management, this Sourcebook stresses the importance of understanding disaster and climate risks, adopting a landscape approach and targeting vulnerable groups (e.g. women, youth, indigenous people, others) at all stages of planning and implementing watershed management.

This book discusses what it means for cities to work toward and achieve resilience in the face of climate change. The content takes an urban planning perspective with a water-related focus, exploring the continued global and local efforts in improving disaster risk management within the water sphere. Chapters examine four cities in the US and Germany - San Francisco, San Diego, Solingen and Wuppertal - as the core case studies of the discussion. The chapters for each case delve into the current status of the cities and issues resilience must overcome, and then explore solutions and key takeaways learned from the implementation of various resilience approaches. The book concludes with a summary of cross-cutting themes, best-practice examples and a reflection on the relevance of the approaches to cases in the wider developing world. This book engages both practitioners and scientific audiences alike, particularly those interested in issues addressed by the Sendai Framework for Disaster Risk Reduction 2015-2030, the 2030 Agenda for Sustainable Development, the recent Water Action Decade 2018-2028 and the Rockefeller Foundation’s 100 Resilient Cities.

This book summarizes approaches that integrate the environmental, economic, and physical domains with the values, and needs of the population are necessary to develop sustainable strategies that will enhance the resilience of small islands, within the context of inter-island differences in geology, ecology, societal attitudes, governance, and human and economic resources. The impacts of coastal damage and flooding are predicted to worsen during this century due to rising sea levels and increases in the frequency and intensity of storms. The usual approach to coastal protection in Small Island Developing States (SIDS) in the Caribbean is to view both the hazards and the solutions from the “Ocean Side” perspective and to react with “hard” engineering solutions. These structural engineering approaches prevent damage and disruptions to services associated with predictable events but leave communities vulnerable to future events that do not follow historical trends. Furthermore, engineered structures do not adequately address the systemic nature of climate change nor account for compounding threats (e.g., coincidence of hurricane season and global pandemics). To move from this traditional strategy for managing risks from coastal hazards, we need to consider a portfolio of solutions that enhance island protection and community resilience. Nature-Based Solutions (NBS) are gaining attention as practical and cost-effective approaches for mitigating climate-based stressors. However, deployment of NBS strategies requires spatial coordination within the context of “ridge to reef” or integrated water resource management (IWRM) approaches that include the creation of conditions for social acceptance, equity, effective governance, and financial incentives.

This book provides an insightful and critical assessment of the state of Canadian water governance and policy. It adopts a multidisciplinary variety of perspectives and considers local, basin, provincial and national scales. Canada’s leading authorities from the social sciences, life and natural sciences address pressing water issues in a non-technical language, making them accessible to a wide audience. Even though Canada is seen as a water-rich country, with 7% of the world’s reliable flow of freshwater and many of the world’s largest rivers, the country nevertheless faces a number of significant water-related challenges, stemming in part from supply-demand imbalances but also a range of water quality issues. Against the backdrop of a water policy landscape that has changed significantly in recent years, this book therefore seeks to examine water-related issues that are not only important for the future of Canadian water management but also provide insights into transboundary management, non-market valuation of water, decentralized governance methods, the growing importance of the role of First Nations peoples, and other topics in water management that are vital to many jurisdictions globally. The book also presents forward-looking approaches such as resilience theory and geomatics to shed light on emerging water issues. Researchers, students and those directly involved in the management of Canadian waters will find this book a valuable source of insight. In addition, this book will appeal to policy analysts, people concerned about Canadian water resources specifically as well as global water issues.

With climate change now a certainty, the question is how much change there will be and what can be done about it. One of the answers is through adaptation. Many of the lessons that are being learned in adaptation are from success stories from the field. This publication contains eleven case studies covering different ecosystems and regions around the world. Its aim is to summarize some current applications of the Ecosystem-Based Adaptation concept and its tools used around the world, and also draw lessons from experiences in conservation adaptation.

This book assesses the effectiveness of changes in watershed interventions in one of the most fragile resource regions of India. Specifically the chapters examine various watershed centred interventions and their implementation process. An evaluation of the livelihood impacts, including crop production on the communities, is discussed and an assessment of the drought and climate resilience of households in the context of watershed and related interventions, including institutions and capacity of the communities, is investigated. Lessons are drawn to further identify measures to strengthen and improvise interventions for enhanced climate-drought resilience in harsh environments.

Urban populations are projected to increase from 54% to 66% of the global population by 2050, with close to 90% of the increase concentrated in Asia and Africa. Cities and towns---a growing source of greenhouse gas emissions---will need to address challenges posed by climate change. A nature-based approach in identifying climate change vulnerabilities and developing relevant adaptation options was conducted in three towns of the Greater Mekong Subregion. Working with local governments, nongovernment organizations, women's groups, and professional associations, town-wide adaptation measures were defined by overlaying climate change projections on town plans and zoning schemes for strategic infrastructure. This publication captures valuable experience and lessons from the project.
