Building Security In Post Conflict States

Support for security and justice institutions has become a crucial instrument of international engagement in fragile and conflict-affected states. In attempts to shore up security as a precondition for sustainable peace, international actors have become deeply engaged in reforming the security agencies and security governance institutions of states emerging from conflict. But despite their increasing importance in the field of international peace- and state-building, security sector reform (SSR) interventions remain both highly political and deeply contentious processes. Expanding on this theme, this edited volume identifies new directions in research on the domestic consequences of external support to security sector reform. Both empirically and theoretically, the focus lies on the so far neglected role of domestic actors, interests and political power constellations in recipient states. Based on a wide range of empirical cases, the volume discusses how the often conflictual and asymmetric encounters between external and domestic actors with divergent interests and perceptions affect the consequences of international interventions. By taking into account the plurality of state and non-state security actors and institutions beyond classical models of Weberian statehood, the contributions make the case for engaging more closely with the complexity of the domestic security governance configurations that can result from external engagement in the field of security sector reform. This book was published as a special issue of International Peacekeeping.

As a conflict ends and the parties begin working towards a durable peace, practitioners and peacebuilders are faced with the thrilling possibilities and challenges of building new or reformed political, security, judicial, social, and economic structures. This Handbook analyzes these elements of post-conflict state building through the lens of international law, which provides a framework through which the authors contextualize and examine the many facets of state building in relation to the legal norms, processes, and procedures that guide such efforts across the globe. The volume aims to provide not only an introduction to and explanation of prominent topics in state building, but also a perceptive analysis that augments ongoing conversations among researchers, lawyers, and advocates engaged in the field.

Conflict among nations for forty-five years after World War II was dominated by the major bipolar struggle between the United States and the Soviet Union. With the end of the Cold War; states in differing legions of the world are taking their affairs more into their own hands and working out new arrangements for security that best suit their needs. This trend toward new &"regional orders&" is the subject of this book, which seeks both to document the emergence and strengthening of these new regional arrangements and to show how international relations theory needs to be modified to take adequate account of their salience in the world today. Rather than treat international politics as everywhere the same, or each region as unique, this hook adopts a comparative approach. It recognizes that, while regions vary widely in their characteristics, comparative analysis requires a common typology and set of causal variables. It presents theories of regional order that both generalize about regions and predict different patterns of conflict and cooperation from their individual traits. The editors conclude that, in the new world of regional orders, the quest for universal principles of foreign policy by great powers like the United States is chimerical and dangerous. This book revisits post-Cold War Disarmament Disintegration and Reintegration (DDR) programmes in the light of previous experiences of disarmament, demobilisation and reintegration. In the history of North America and Europe, in particular, such programmes had a major impact on state-building, contributing to the development of the welfare state, shaping political settlements and directing government policy to maintain social peace. The authors in this important book ask what is left of these state-building dimensions in contemporary DDR programmes and whether the constraints imposed by international organisations on DDR programmes have more negative effects than positive ones. The role of political leadership in DDR processes is highlighted: can bureaucratically-driven processes deliver success? Only if political elites take full control and manage DDR programmes can there be a lasting impact on state-building. Even then, most political elites avoid deep changes in their relationship with the veterans. Is there a chance of reshaping international intervention in such a way as to favour the development of a 'social contract' between political elites and veterans? In taking a historical perspective, this book is unique in the existing literature on DDR and will be essential reading for policy makers, students and scholars of conflict studies, and those working in NGOs, particularly donor agencies. Peacebuilding in Africa: The Post-Conflict State and Its Multidimensional Crises argues that building enduring peace in post-conflict states in Africa requires comprehensive, state-specific approaches that address the multidimensional crises that generated civil conflict and instabilities in these countries. Contributors examine states such as Burundi, the Democratic Republic of the Congo, Liberia, Rwanda, Sierra Leone, South Sudan, and Sudan to demonstrate that peacebuilding projects in each of these states must address the cultural, economic, political, and social root causes of their respective underlying civil conflicts. In addition, contributors prove that peacebuilding projects must be shaped by the centrality of human security: the respect for ethno-cultural diversity, the advancement of human material well-being, the protection of political rights and civil liberties, and the redesigning of the military and security architecture to ensure the safety of all citizens from both internal and external threats.
