Business And Conflict In Fragile States

Large-scale investments in fragile states – in Latin America, Africa, the former Soviet Union and Asia – become magnets for conflict, which undermines business, development and security. International policy responds with regulation, state-building and institutional reform, with poor and often perverse results. Caught up in old ways of thinking about conflict and fragility, and an age-old fight over whether multinational corporations are good or bad for peaceful development, it leaves business-related conflicts in fragile states to multiply and fester. Surveying a new strategic landscape of business and conflict, Brian Ganson and Achim Wennmann conclude that neither company shareholders nor advocates for peaceful development need, or should, accept the growing cost of business-related conflict in fragile states. Drawing on decades of experience from mainstream conflict prevention and violence reduction efforts, as well as promising company practice, they show that even acute conflict is manageable when dealt with pragmatically, locally and on its own terms. The analysis and conclusions of this Adelphi book will interest policymakers, business leaders and community advocates alike – all those hoping to mitigate today’s conflicts while helping to reduce fragility and build a firmer foundation for inclusive development.

When are developing countries able to initiate periods of rapid growth and why have so few been able to sustain growth over decades? This book provides a novel conceptual framework built from a political economy of business-government relations and applies it to nine countries across Africa and Asia, drawing actionable policy recommendations.

The CSIS Working Group on Private-Sector Development in Fragile, Conflict-Affected, and Violent States identifies tools available to the international business community and the U.S. government to assist these countries, as well as the gaps in needed resources. Participants examined cases from Afghanistan, Iraq, Burma, and Liberia to glean examples of successes and failures in private-sector development, with the goal of identifying potential roles for host governments and the international private sector. This report presents the results of those discussions.

Overcoming state fragility is one of the most important international development objectives of the 21st century. Many fragile states have turned into failed states, where millions of people are caught in deprivation and seemingly hopeless conditions. Fragile states lack the authority, legitimacy, and capacity that a modern state needs to advance the development of its peoples, and present deep challenges for the design and implementation of development policy. For instance, how is aid to be designed and delivered in a way that will help people in fragile states if their governments lack capacity to absorb and use aid? And what can be done about adverse side-effects of fragile states on their neighbours and the global community, such as heightened insecurity, rising out-migration, displaced populations, and the destruction of natural resources? This book documents the far reaching global repercussions of state fragility and provides a timely contribution to the international discourse on three dimensions of fragile states: their causes, costs, and the responses required. It will appeal to scholars, policymakers, and donors who are concerned about conflict and development. Its aim is to contribute to our understanding of how strong and accountable states can be fostered-states where government and civil society progressively advance human wellbeing, underpin households' resilience in the face of shocks, and form effective partnerships to maximize the benefits of development assistance.

The fragile and conflict-affected situations (FCAS) and small island developing states (SIDS) approach represents a new way of doing business for the Asian Development Bank (ADB) in its most vulnerable developing member countries. FCAS and SIDS face unique development challenges such as a greater need for governance and institutional capacity building, geographic isolation, small populations, narrow asset bases, and armed conflict. The FCAS and SIDS approach—or FSA—introduces flexible processes and procedures that will allow ADB to tailor interventions to the specific challenges of these countries, with the goal of improving project results, and ultimately improving livelihoods.
