Business and the State in Contemporary Russia is the most recent volume in the John M. Olin Critical Issues series, published by Westview in conjunction with Harvard's Davis Center for Russian Research. In this latest installation, contributors discuss issues as far-ranging as the dynamics of rule in contemporary Russia, the banking elite, the politics of the Russian media business, the political economy of the Russian oil and coal industries, and the causes and consequences of the August 1998 crash.

This book examines how Russia’s entrepreneurs operate in a business environment beset with risk and uncertainty. The challenges they may encounter include an unreliable judicial system, insecure property rights, arbitrary interference from officials, as well as corruption, harassment, suspicion and violence. Based on extensive original research, including fieldwork within three businesses, this book explores how entrepreneurs survive and some thrive. It focuses on the kind of obstacles they face from day to day, details their motivations, rationale and methods, and describes the actual relationship between ordinary entrepreneurs and the state, providing new insights into business-state relations.

This book presents a study of the complex relationship between the Russian state and big business during Vladimir Putin’s first two presidential terms (2000–2008). Based on extensive original research, it focuses on the interaction of Russia’s political executive with the ‘oligarchs’. It shows how Putin’s crackdown on this elite group led big business to accept new ‘rules of the game’ and how this was accompanied by the involvement of big business in policy formulation, particularly through the organisational vehicle of the Russian Union of Industrialists and Entrepreneurs (RSPP). It goes on to discuss why Yukos and its CEO Mikhail Khodorkovsky were targeted by Russia’s political authorities and the resultant consequences, namely the end of the relatively successful framework via which state-business relations had been managed, and its replacement by fear and mutual distrust, along with a vastly expanded role for the state, and state-related actors, in the Russian corporate sector. The book explores all these developments in detail and sets them against the context of continued trends towards greater authoritarianism in Russia.

This book adopts a novel analytical approach to understanding how Russia's stalled democratisation is related to the incomplete liberalisation of the economy. Based on extensive original comparative study of Russia’s regions, the book explores the precise channels of interaction that create the mutuality of property rights, entrepreneurship, rule of law, norms of citizenship and liberal democracy. It demonstrates that the extent of democratisation varies across regions, and that this variation is connected to the extent of liberalisation of the economy. Moreover, it argues that the key factor in producing this linkage is the relative prominence of small business owners and their supporters in articulating their interests vis-à-vis regional and local administrations, especially through the institutionalisation of networks and business associations. The book develops its key theses by means of detailed analysis of the experiences of four case study regions. Overall, the book provides a major contribution to understanding the path of democratisation in Russia.

One of the key questions in social science is the role of the bourgeoisie in creating a democracy. An important issue in contemporary international politics is the trajectory of the current Russian political system. This book brings these questions together by exploring the role played by the bourgeoisie in shaping political outcomes in five countries: contemporary Russia, and industrial revolution Britain, France, Germany and the USA. Its main focus is the way the different new business classes have been integrated into the political system, and the implications this had for the political trajectories of the respective countries. The contemporary Russian experience is thrown into relief by comparison with the national experiences of the other four countries, enabling conclusions to be drawn about both the general question of the historic role of this class in democratisation and the more specific question of its role in Russia today.

Based on extensive original research at the local level, this book explores the relationship between Russian Orthodoxy and politics in contemporary Russia. It reveals close personal links between politicians at the local, regional and national levels and their counterparts at the equivalent level in the Russian Orthodox Church – priests and monks, bishops and archbishops – who are extensively consulted about political decisions. It outlines a convergence of conservative ideology between politicians and clerics and also highlights that, despite working closely together, there are nevertheless many tensions. The book examines in detail particular areas of cooperation and tension: reform to religious education and a growing emphasis on traditional moral values, the restitution of former church property and the introduction of new festive days. Overall, the book concludes that there is much uncertainty, ambiguity and great local variation.
