"The Committee on Sexual Offences Against Children and Youths (known as the "Badgley Committee", after its chairman) was established in 1981 by the Ministers of Justice and National Health and Welfare. The Committee on Sexual Offences Against Children and Youths is appointed by the Minister of Justice and the Minister of National Health and Welfare to conduct a study to determine the adequacy of the laws in Canada in providing protection from sexual offences against children and youths and to make recommendations for improving this protection. In particular, the following matters are examined: The elements of the offences with special attention to issues of age and consent and related considerations of evidence and publicity; the incidence and prevalence of sexual offences against children and youths in Canada (where possible, comparisons are made with the incidence and prevalence of sexual offences in general); whether such offences are likely to be brought to the attention of the authorities; whether they are likely to be prosecuted and, if prosecuted, are likely to result in convictions; the effectiveness of criminal sanctions and methods other than the application of criminal sanctions in dealing with the types of conduct involved in these offences.
