This book describes how the Systems Engineering (SE) methodology can be used to harness technology and enhance democracy within any political system. Moreover, it provides a practical roadmap for countries and politicians who are willing to change their existing system of governance to one that allows the people to have a meaningful say. In this regard, the book compares and contrasts two countries, Mauritius and Australia, highlighting how SE and e-democracy can be implemented in different contexts.

What is the appropriate balance between privacy, security, and accountability? What do we owe each other in terms of information sharing and access? Why is privacy valuable and is it more or less important than other values like security or free speech? Is Edward Snowden a hero or villain? Within democratic societies, privacy, security, and accountability are seen as important values that must be balanced appropriately. If there is too much privacy, then there may be too little accountability – and more alarmingly, too little security. On the other hand, where there is too little privacy, individuals may not have the space to grow, experiment, and engage in practices not generally accepted by the majority. Moreover, allowing overly limited control over access to and uses of private places and information may itself be a threat to security. By clarifying the moral, legal, and social foundations of privacy, security, and accountability, this book helps determine the appropriate balance between these contested values. On January 2009, President Obama signed the Memorandum on Transparency and Open Government. The memorandum declares the new Administration’s commitment to creating an unprecedented level of openness in Government and establishing a system linking three principles: transparency, public participation and collaboration. Since then, federal agencies in the United States and public administrations around the world have embarked on open government initiatives and have worked to redefine their relationship with citizens and with each other. On September 20th, 2011, eight governments gathered in New York City to launch the Open Government Partnership, a new multilateral initiative to promote open government. The benefits attributed to open government are many and by no means universally shared. They include the claims that open government leads to more effective decision making and services, safeguards against corruption, enables public scrutiny, and promotes citizens’ trust in government. However, the speed of events and pressure to implement has given rise to confusion and ambiguity. Although many of the initiatives have been based on opening data and on promoting open action, governments have followed different directions and interpretations when it has come to implement them and development of open government has become unequal and heterogeneous. This book provides a comprehensive study of recent major developments of open government around the world, and analyzes the importance of open government efforts for public governance, making it of interest to academics and practitioners worldwide.

This book compares the wellbeing of older Russian adults in the EU, USA, China, Japan, and Russia. Through providing a general overview of population ageing, social, economic and IT-literacy among older Russian adults, it fills the gap in quality of life research in developing and transition societies.
