Certain Aspects Of Land Problems And Government Land Policies

The availability and price of urban land affect project design and the relation of economic and social cost to benefits. Conversely, the projects supported by the Bank often have a significant influence on the supply or, and demand of, urban land - and hence affect land prices. Wider considerations of land utilization are involved in the quest for more efficient spatial patterns, more employment opportunities, and a less uneven distribution of income and wealth between the rich and the poor. This book includes: 1) an overview of urban land issues that most clearly impinge on the preparation and implementation of urban projects and programs; 2) a discussion on the economic valuation of land, based on the opportunity cost of using land for one purpose rather than another, and with the underlying relationships behind shifts in the provision of services; 3) a discussion on the different types of urban land tenure in relation to objectives of equity and efficiency; 4) a brief description of how these issues are linked to government intervention and how such interventions may take form; 5) a discussion of measures to influence the allocation of surplus values created in the development of urban land, including various forms of land taxation and government acquisition and development of land; and 6) an overview of other forms of regulation of land use, the general limitations to which they are subject, and the characteristics of individual regulatory tools.

This book examines how property rights are linked to socio-economic progress and development. It also provides a theoretical analysis, an economic/social analysis of planning, case studies of the implementation of planning and regulation instruments, practices related to law and planning, analysis of case laws in a particular segment. The interconnection between property, law and planning is a running theme throughout the book. The land question has been central to South Asian development on two counts: First, although the majority of the population relies on agriculture and allied activities their livelihood, landholding is highly skewed; second, urban planning is facing unprecedented challenges due to bourgeoning property values as well as gush of migrants to cities seeking livelihood. The response to these challenges in the form of laws and policies has been very large compared to the academic attention that is received. However, the measures emerging from planning and policies have had limited impact on the extent of the problems. This paradox calls for serious introspection and academic engagement that this book undertakes. The book further deals with the emerging discipline of planning law, which determines property value and use, and argues that regulatory issues of public policy determine the property valuation and property pricing.

From 1763 to 1867 the land system of Upper Canada was one of the most important questions in the development of the new country. This detailed study of the subject examines Great Britain's plans for Canada after the conquest, the problems created by the royal "promise" of land to the loyalists, Lord Durham's Report, and the failure of the land policies to reach their economic and political objectives. In addition it covers the land problems in Canada after responsible government was achieved: Clergy Reserves, untenanted and abandoned land, settlement duties, speculation, wild land tax and assessment, and the activities of squatters. Based on Colonial Office depsatches, legislative records, the Crown Land Papers, newspapers and various private collections of documents, this work offers an accurate account of the social, economic and political aspects related to land policy in nineteenth-century Upper Canada.

This bibliography has been compiled as a companion volume to the Bibliography on Land Settlement issued in 1934 by the United States Department of Agriculture as Miscellaneous Publication 172. It contains selected references to the literature on the economic aspects of land utilization and land policy in the United States and in foreign countries, published for the most part during the period 1918-36.
