Charging For Irrigation Water

Irrigation is the dominant consumer of fresh water world-wide, accounting for as much as 80% of use in many water-short countries. Two issues dominate the problems in water resources management generally, and especially the management of irrigation systems: scarcity of water to meet competing demands, and scarcity of funds to finance operation, maintenance and renewal of existing facilities. Various international conferences, donor policies and academic papers have pointed to the contribution that appropriate irrigation service charging systems can make to both problems. This book is unique in that it connects policy objectives in water pricing with the practicalities of a setting up an irrigation water charging systems. It discusses the different types of water charging systems as well as the basis for quantifying and calculating the charges in the real world. Based on practical experiences in a range of countries , it also looks at possibilities for cost rationalizations and developing a broad range of revenue streams. The book concludes with a systematic explanation on how to design an irrigation water charging system - looking at assessment, billing and improving collection performance.

nadequate funding for maintenance of irrigation works and emerging shortages of water are prevalent. The use of water charges to generate resources for maintenance and to reduce demand is widely advocated. Examples from other utilities, and from the domestic/industrial sectors of water supply suggest the approach could be effective. In developing countries, the facilities required for measured and controlled delivery of irrigation are rarely in place, and would require a massive investment in physical, legal and administrative infrastructure. To be effective in curtailing demand, the marginal price of water must be significant. The price levels required to cover operation and maintenance (O&M) costs are too low to have a substantial impact on demand, much less to actually bring supply and demand into balance. On the other hand, the prices required to control demand are unlikely to be within the politically feasible range. Furthermore, water supplied is a proper measure of service in domestic and industrial uses. But in irrigation, and especially as the water resource itself becomes constrained, water consumption is the appropriate unit for water accounting. This is exceptionally difficult to measure. An alternative approach to cope with shortage would focus on assigning volumes to specific uses–effectively rationing water where demand exceeds supply. This approach has a number of potential benefits including simplicity, transparency, and the potential to tailor allocations specifically to hydrological situations, particularly where salinity is a problem. Data from Iran are presented to support these contentions.

Recent experience confirms that participation of farmers in managing parts of an irrigation system and collecting water charges usually results in a more efficient use of water. To be effective, farmers in the hydraulic unit would need to organize themselves by establishing a "water users" association. This paper presents a comparative study of the legal framework for these associations in Colombia, India, Mexico, Nepal, the Philippines, and Turkey. Building on the theory that participation of farmers in managing and operating parts of an irrigation system will result in an optimum use of water, the document analyzes in a comparative manner how each of these countries addressed the basic aspects related to the establishment and functioning of such associations. Additional emphasis is placed on the collection of water charges.

As globalization links economies, the value of a country's irrigation water becomes increasingly sensitive to competitive forces in world markets. Water policy at the national and regional levels will need to accommodate these forces or water is likely to become undervalued. The inefficient use of this resource will lessen a country's comparative advantage in world markets and slow its transition to higher incomes, particularly in rural households. While professionals widely agree on what constitutes sound water resource management, they have not yet reached a consensus on the best ways of implementing policies. Policymakers have considered pricing water - a debated intervention - in many variations. Setting the price 'right,' some say, may guide different types of users in efficient water use by sending a signal about the value of this resource. Aside from efficiency, itself an important policy objective, equity, accessibility, and implementation costs associated with the right pricing must be considered. Focusing on the examples of China, Mexico, Morocco, South Africa, and Turkey, Pricing Irrigation Water provides a clear methodology for studying farm-level demand for irrigation water. This book is the first to link the macroeconomics of policies affecting trade to the microeconomics of water demand for irrigation and, in the case of Morocco, to link these forces to the creation of a water user-rights market. This type of market reform, the contributors argue, will result in growing economic benefits to both rural and urban households.

In many countries irrigated agriculture consumes a large proportion of the available water resources, often over 70% of the total. There is considerable pressure to release water for other uses and, as a sector, irrigated agriculture will have to increase the efficiency and productivity of its water use. This is particularly true for manually operated irrigation systems managed by government agencies, which provide water for a large number of users on small landholdings and represent 60% of the total irrigated area worldwide. --
