China S Changing Economy

China’s change to a new model of growth, now called the ‘new normal’, was always going to be hard. Events over the past year show how hard it is. The attempts to moderate the extremes of high investment and low consumption, the correction of overcapacity in the heavy industries that were the mainstays of the old model of growth, the hauling in of the immense debt hangover from the fiscal and monetary expansion that pulled China out of the Great Crash of 2008 would all have been hard at any time. They are harder when changes in economic policy and structure coincide with stagnation in global trade and rising protectionist sentiment in developed countries, extraordinarily rapid demographic change and recognition of the urgency of easing the environmental damage from the old model. The remarkable rise of China over the past three decades has been unprecedented in both its scale and speed. Analysts around the world have attempted to understand the causes of this unique event and to predict how long it will last. China's rise has also raised two important questions. The first concerns the stability and the sustainability of China’s growth, which has been accompanied by growing internal and external imbalances, rising inequality at home, environmental degradation and an increased risk of catastrophic climate change, and has happened in spite of the continuing, if diminished, role of the state in many sectors of the economy. As China becomes the world’s largest economy, so it becomes important to understand the key issues shaping the country’s business environment and the behaviour of Chinese businesspeople. This is difficult because those issues are contested. Is China growing at 3% or 8%? Is the Chinese consumer going to save the world? Are state-owned enterprises national champions or zombies? Have we reached the end of "Cheap China"? Can China innovate? Is business still dominated by personal connections? Are markets or the state in control? Does Chinese culture impede or support organizational effectiveness? Are Chinese dragons at your door? Will the finance and property sectors implode? Is the Chinese model sustainable, or will it end in tears? On all these issues there is ill-informed "noise", and an abundance of partisan interpretations. The purpose of this book, therefore, is to provide an even-handed analysis of the key issues that will shape the threats and opportunities arising from China’s development in the next decade. It cannot resolve the competing claims made. However, it does provide the reader with the ideas and the sources of evidence needed to understand and to make well thought-out judgments as China continues to evolve.

Abstract: The author applies a systems-oriented "holistic" approach to China's radical economic reforms during the past quarter of a century. He characterizes China's economic reforms in terms of a multidimensional classification of economic systems. When looking at the economic consequences of China's change of economic system, he deals with both the impressive growth performance and its economic costs. The author also studies the consequences of the economic reforms for the previous social arrangements in the country, which were tied to individual work units-agriculture communes, collective firms, and state-owned enterprises. He continues with the social development during the reform period, reflecting a complex mix of social advances, mainly in terms of poverty reduction, and regresses for large population groups in terms of income security and human services, such as education and, in particular, health care. Next, the author discusses China's future policy options in the social field, whereby he draws heavily on relevant experiences in industrial countries over the years. The future options are classified into three broad categories: policies influencing the level and distribution of factor income, income transfers including social insurance, and the provision of human services.
