China S Governance

This open access book captures and elaborates on the skill of storytelling as one of the distinct leadership features of Xi Jinping, the General Secretary of the Communist Party of China and the President of the People’s Republic of China. It gathers the stories included in Xi’s speeches on various occasions, where they conveyed the essence of China’s history and culture, its reform and development, and the principles of China’s participating in global governance and cooperating with other countries to build a community of common destiny. The respective stories not only convey abstract and profound concepts of governance in comparatively straightforward language, but also create an immediate emotional connection between the narrator and the listener. In addition to the original stories, extensive additional materials are provided to convey the original context in which each was told, including when and to whom Xi told it, helping readers attain a deeper, intuitive understanding of their relevance.

The apparent contradiction between China's rapid economic reforms and political authoritarianism is much debated by scholars of comparative political economy. This is the first examination of this issue through the impact of a series of administrative reforms intended to promote government transparency and increase public participation in China.

This Handbook provides an in-depth overview of how China is governed, how its domestic political system functions and the critical issues that it currently faces. Governed by the world’s largest political party in the world’s longest-ruling Communist regime, China is undergoing a transitional period of rapid economic and social development. How this period is managed will have significant implications for the Chinese state and its population concerning China’s governance structures and economy, as well as the country’s justice, public health, education and internal/external security concerns. This transition to a modern state is not without its challenges – particularly in terms of how the Chinese state deals with diverse issues such as social inequality, corruption, separatism, increasing individualism and political reform. China’s governance and domestic politics also have possible major global consequences, especially in the context of China's continued rise within the international system. This Handbook will improve understandings of the core national dynamics of this rise and, as levels of international interdependence with China increase, can offer vital insights concerning China's domestic attributes. Critically, many of the core internal issues facing China also have potential external repercussions, principally in terms of rising social unrest, nationalism, environmental degradation, resource shortages and attitudes towards globalization. Many studies of government in China either simply describe the political institutions or else focus, critically, on the weaknesses of the system, such as corruption or the absence of Western-style democracy. Authors of these studies fail to appreciate the surprising ability of China’s government to rapidly transform a once impoverished economy and to recover from numerous crises from 1978 to the present. This book, on the other hand, takes a more balanced, more positive view. This view is based on a study of changes in China’s institutions for coping with critical crises in governance since 1978. This book elucidates fundamental governance features and issues in contemporary China.
