China S Indigenous Innovation Trade And Investment Policies

Intellectual property rights (IPR) infringement in China reduces market opportunities and undermines the profitability of U.S. firms when sales of products and technologies are undercut by competition from illegal, lower-cost imitations. Intellectual property (IP) is often the most valuable asset that a company holds, but many companies, particularly smaller ones, lack the resources and expertise necessary to protect their IP in China. 'Indigenous innovation' policies, which promote the development, commercialization, and purchase of Chinese products and technologies, may also be disadvantaging U.S. and other foreign firms and creating new barriers to foreign direct investment (FDI) and exports to China. This is the first of two reports requested by the U.S. Senate Committee on Finance (Committee) on the effects of IPR infringement and indigenous innovation policies in China on U.S. jobs and the U.S. economy. In this report, the U.S. International Trade Commission (Commission or USITC) was requested to describe the principal types of reported IPR infringement in China, describe Chinese indigenous innovation policies, and outline an analytic framework for determining the effects of both IPR infringement and indigenous innovation policies on the U.S.

The question is, where do we stand on these matters ten years after China's accession to the WTO and assumptions of obligations in WTO, and the U.S. granting China Permanent Most Favored Nation treatment?

China has become an innovation powerhouse in high-tech industries, but the widely held view assumes the Chinese model is built on technological borrowing and state capitalism. This book debunks the myths surrounding the Chinese model with a fresh take on China’s strategies for technological innovation. The central argument is that indigenous innovation plays a critical role in transforming the Chinese high-tech industry. Like any successfully industrialized nation in history, indigenous innovation in China allows industrial enterprises to assimilate knowledge developed elsewhere, utilize science and technology resources and human capabilities accumulated in the country, and eventually approach the technological frontier. The question is, how do Chinese businesses and governments engage in indigenous innovation? Employing the "social conditions of innovative enterprise" framework developed by William Lazonick and colleagues, this book analyzes how the interaction of strategy, organization, and finance in leading Chinese high-tech firms underpinned by national institutions enables indigenous innovation with Chinese characteristics. It features detailed case studies of two critical high-tech industries—the telecom-equipment industry and the semiconductor industry—and within them, the business histories of leading Chinese innovators. The in-depth look into China’s experience in indigenous innovation provides valuable lessons for advanced and emerging economies.

National innovation policies currently attract intense interest throughout the international community, particularly so in the aftermath of the global financial crisis. China is among those countries now relying heavily on government resources to drive innovation-a policy that directly challenges the prevalent theory that government powers have limited effects on a nation's innovation systems. Indeed, China's new indigenous innovation strategy has transformed the country's innovation systems. China's current indigenous innovation strategy is both constructive and efficient for an economy with clear targets for industrial innovation and working to catch up to international standards. For China to succeed as an innovative country it needs to provide more opportunity for market competition to incubate and generate radical innovations.

The relation between China and the United States is arguably the most important bilateral relation in the world today. The U.S. and China are respectively the largest and the second largest economies in the world. They are also respectively the largest and the second largest trading nations in the world as well as each other’s most important trading partner.
