China S Strategic Priorities

The People’s Republic of China is the world’s most populous state and largest consumer of energy, having demonstrated momentous progress on an unprecedented scale. This global power has increasingly shaped international relations as a result of its population size, economic development and political character. Identifying the most significant new issues and problems that have arisen from China’s rapid development, this book examines the evolution of China’s contemporary foreign policy and international relations. In doing so, it underlines the global importance of China’s management of its own politics and economics, and demonstrates how all nation-states have a vested interest in —and to varying degrees are liable for —the consequences of Chinese actions. The book aims to spark debate by drawing attention to these critical issues; placing them on the scholarly agenda as well as that of the practitioner. It provides factual evidence, progressive findings, justification and a rationale for action, expert analysis, and the resulting policy prescriptions. In addition, the book highlights the liable costs of failing to address China’s strategic priorities. This interdisciplinary book draws attention to the most pressing issues that China must address for universal benefit, and will be of great interest to students and scholars of International Relations, Chinese Studies and Political Science.

To explore what extended competition between the United States and China might entail out to 2050, the authors of this report identified and characterized China’s grand strategy, analyzed its component national strategies (diplomacy, economics, science and technology, and military affairs), and assessed how successful China might be at implementing these over the next three decades.

This book is arranged and developed around the theme of “2050 China,” it analyzes the factors and advantages of the Chinese road to socialist modernization, explores and summarizes the development goal and the basic logic of the socialist modernization of China, and further shows the general basis of the primary stage of socialism. According to the report delivered at the 19th Party Congress, and according to the “two-stage” strategic plan, this book looks ahead in detail to the overarching objective and sub-objectives of essentially achieving socialist modernization by 2035, discusses the building of a great modern socialist country in all respects from the perspective of the Party’s six-sphere integrated plan of economic, political, cultural, social, ecological civilization, and national defense construction, and provides policy proposals. This book also analyzes the influence and the effect of the socialist modernization with Chinese characteristics on the world and it further presents the third centenary goal. In conclusion, this book is an elaboration of the work of the Institute for Contemporary China Studies, Tsinghua University. It reflects the intellectual innovation in the authors’ research on contemporary China, as well as the authors’ foresight and predictions about China’s future development.

For more than a century, no US adversary or coalition of adversaries - not Nazi Germany, Imperial Japan, or the Soviet Union - has ever reached sixty percent of US GDP. China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

For the past 2 decades, the People's Republic of China (PRC) has made great gains in national development and economic growth and now stands as one of the most important states on the world scene. It is extremely important for U.S. policymakers to have a contextual understanding of what shapes Chinese thought and behavior thus driving Chinese political, economic, and military imperatives. With much of the American public accepting the "China Threat" theory, it is critical that the United States recognize the role of strategic culture in shaping China's domestic and external policies. This paper illustrates the key characteristics of Chinese strategic culture-philosophy, history, and domestic factors that, to a remarkable extent, structure the strategic objectives of China's formal foreign policy and explain how Chinese strategic interests are defined by modern Chinese pragmatic nationalism, its drive for modernization, and the desire for China to have a more prominent role in the Asian and world communities. A concluding analysis of the implications of Chinese strategic culture offer recommendations for U.S. national security policy.
